Position DescriptionATSG Corporation is presently identifying candidates for a Design, Monitoring, and Evaluation (DME) Specialist position in San Jose, Costa Rica. The Design, Monitoring, and Evaluation (DME) Specialist will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Costa Rica task order. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This person will be a corporate employee supporting ATSG employees on site and working in partnership with the U.S. Government. This position is open to Local Nationals. This position may ultimately be based in a U.S. Embassy facility; however, the contractor will provide an office space and equipment for the Design, Monitoring, and Evaluation (DME) Specialist in or near the embassy until they are able to transition to Embassy facilities, which is dependent on the individual’s ability to obtain and hold an RSO security clearance as well as the availability of space in Embassy facilities. If the Design, Monitoring, and Evaluation (DME) Specialist is unable to transition into Embassy Facilities for any reason, the contractor must provide an office space and equipment until the end of the contract. This will be a full-time (defined as at least 40-hour work week) position. All in-country personnel will follow Embassy hours of operation and holidays.

Duties and Responsibilities

  • Support INL Costa Rica DME efforts, working with INL Costa Rica staff, implementers, Washington-based DME staff, and all other relevant partners to meet INL DME needs in Costa Rica. The DME Specialist will work to support DME country-level strategies, coordinating closely with INL Costa Rica M&E Assistant local staff as well as the INL Costa Rica Management Coordinator and leadership. They will also ensure compliance with INL bureau-wide DME requirements within the strategic context of their post.

  • Become a subject matter expert in all INL programs in Costa Rica and support INL program teams with project design and developing appropriate indicators, providing training and guidance as needed. Work with Post, host country counterparts, implementing partners, and Washington-based counterparts to determine how data will be collected, displayed, and reported via bureau templates to then be uploaded on the DevResults or other data management platform.

  • Design measures and collect the data for smaller and more local projects, which must be done in coordination with INL Costa Rica and will help ensure that workplans, implementer reports, and other strategic documents meet INL requirements and standards. Support INL Costa Rica in responding to data calls and produce written and oral reports and presentations on country-specific indicators and data when requested.

  • Brief decision-makers when requested and ensure continuity of operations by guaranteeing the transfer of all data, standard operating procedures, and knowledge to the appropriate INL staff upon completion of the contract.

  • Oversee that collection of all performance measure data in their country is in compliance with the INL reporting cycle. This position will ensure all data, knowledge, documents, and systems are properly turned over to INL Costa Rica counterpart(s) and that those counterpart(s) are adequately trained on all indicators, data collection methods, and sources in order to ensure their counterpart(s) are able to continue collection and reporting.

  • Full-time position (defined as at least 40-hour work week).

  • If the M&E specialist is unable to transition into Embassy facilities for any reason, the contractor must provide an office space and equipment until the end of the contract

Travel RequirementsAbility to travel to D.C. or other places within country when needed.

Minimum Qualifications

  • Local National

  • At least three (3) years of experience in monitoring and evaluation, strategic planning, foreign assistance, and/or performance management

  • RSO Clearance

  • At least two (2) years of experience with data collection and management

  • FSI Level 4/4 English and Spanish

  • Proven ability to deliver a quality written product and presentations in English

  • Be able to attend meetings at the U. S. Embassy or other locations in the capital or country

  • Knowledge of local laws, customs, current events, and governmental institutions

  • Ability to interact effectively with government officials

  • Ability to travel to D.C. or other places within country when needed

  • Ability and experience presenting results in presentations and written reports

  • A moderate level of experience and competency with data analysis and producing quality descriptive data visualizations

  • Basic knowledge of statistical analysis

  • Proficient computer skills including Microsoft Word, Excel, and Outlook

  • Bachelor’s Degree in the Social Sciences or equivalent

Preferred Qualifications

  • Experience with technical writing or report production

  • Knowledge or experience with international narcotics and law enforcement-related programs

  • Experience supporting the Government Accountability Office, Office of Inspector General, U.S. Department of State, Department of Justice, USAID or other similar government partners.

  • Experience with Tableau, Power BI, or other similar business intelligence software

  • High level of competency with statistical analysis

  • Experience working with and supporting non-governmental organizations

  • Experience with project design, including developing theories of change and appropriate indicators
