Job Title: Director of Purchasing

This position will begin end of January 2025 JOB DESCRIPTION
The Director of Purchasing is responsible for the operations of the Purchasing, Warehouse, and inventory control functions and activities of the District; oversees the procurement process within Canyons School District, ensuring that all purchasing activities align with budgetary guidelines and its strategic plan. This role involves developing and implementing purchasing policies and procedures, negotiating contracts with suppliers, and managing relationships to enhance vendor performance and cost efficiency. The Director will lead a team of purchasing professionals, provide training and support, analyze market trends to identify cost-saving opportunities, and collaborate with internal departments to forecast needs and ensure the timely delivery of goods and services. The Director also supervises and evaluates the performance of assigned staff.
ESSENTIAL FUNCTIONS
Develop and maintain a comprehensive procurement strategy aligned with the district’s financial and operational goals.
Lead and manage the expenditure of public funds to ensure transparency of public funds.
Oversee operational functions of logistics/warehousing, inventory control and teacher resource/copy center functions of the District.
Act as the primary liaison with the School Board pertaining to purchasing awards and contracts.
Business management; understand applicable laws, codes, regulations, policies and procedures. .
Warehousing, inventory and materials control.
Health and safety rules and regulations.
Budget preparation and control.
Oral and written communication skills.
Support schools and departments with timely and accurate procurement requests.
Principles and practices of administration, supervision and training.
Interpersonal skills using tact, patience and courtesy.
Oversee and approve purchase orders and contracts.
Prepare bids, specifications and related documents.
Supervise and evaluate the performance of assigned staff.
Communicate effectively both orally and in writing.

Establish and maintain cooperative and effective working relationships with others.
Analyze situations accurately and adopt an effective course of action.
Meet schedules and time lines.

Plan and organize work.
Prepare comprehensive narrative and statistical reports.
Direct the maintenance of a variety of reports and files related to assigned operations and activities.
Predictable and reliable attendance.
During times of state or district emergency, all employees may be required to perform additional duties that are not required on a normal basis in support of educational and operational priorities. e.g. Performs general cleaning and sanitizing of work areas, provides remote assistance to students and staff, and any other reasonable duty as needed.

QUALIFICATION REQUIREMENTS
Incumbent must be fingerprinted and clear a criminal backgrounds check.
Bachelor’s degree in Supply Chain Management, Business Administration, or a related field (Master’s preferred).
Five (5) years responsible purchasing experience including bid preparation, with at least three (3) years experience in a supervisory capacity.
Certified Purchasing Manager (C.P.M.) preferred.
Proven leadership experience in a managerial or executive role.
Proven experience in a senior purchasing or procurement role, with a track record of successful contract negotiations and supplier management. Preference given to Utah school district supply chain management/procurement.
Strong analytical, strategic thinking, and problem-solving skills.
Excellent leadership and team management abilities.
Knowledge of relevant regulatory requirements and industry standards.
Proficiency in procurement software and ERP systems.
Requires the ability to establish and maintain a positive working environment.
Requires the ability to work as a member of a team as well as the ability to work independently with little direct supervision.
Requires a valid driver’s license.
NOTE: The Administration reserves the right to require specific training for this position. However, depending upon the type and quality of prior work experience and availability of formal training programs, some exchanges can be made between training and experience.
