U.S. Army Corps of Engineers FIELD BIOLOGIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in Sault Ste. Marie, Michigan
Summary About the Position: Serve as a Senior Regulatory Specialist evaluating permit applications, conducting compliance and enforcement; assisting in the development of general permits and procedures to implement directives; serving as a District representative on groups and task forces; and completing assignments related to special regulatory initiatives directed toward effective, efficient, and consistent application of the regulatory program. Responsibilities You will evaluate applications for permits and modifications of permits for activities or work in waters of the United States. You will monitor implementation of permit special conditions such as reporting requirements or compensatory mitigation. You will investigate allegations of unauthorized activities and take appropriate enforcement actions against parties responsible for unauthorized activities. You will assist with the development and implementation of programmatic initiatives and requirements. You will represent the District and/or Regulatory function on interagency and other task forces to evaluate and develop situations to problems concerning non-Corps interests which are related to the Corps regulatory program. You will evaluate compensatory mitigation plans and review site specific restoration/mitigation proposals to ensure the type and level proposed is adequate to offset all unavoidable impacts to Waters of the US. Qualifications for GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes evaluating non-routine applications and modifications of permits for activities; preparing decision documents, assessments, or impact statements that involve substantial consequences; evaluating compliance and/or conducting non-routine investigations related to regulatory permits; or equivalent types of Regulatory work. Qualifications for GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes evaluating applications and/or modifications of permits; preparing decision documents, environmental assessments and/or environmental impact statements; monitoring compliance and conducting investigations related to permits; or equivalent type of Regulatory work. OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Basic Education Requirements for 0401 Series: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Education Requirement for the 1301 Series: Bachelor's degree (or higher) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You will be evaluated on the basis of your level of competency in the following areas: Decision Making Environmental Assessment, Data Analysis, and Decision Making Environmental Documentation Environmental Law and Regulatory Compliance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Education Basic Education Requirement for 0819 Series: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of proof of registration as an Engineer Intern (EI) or Engineer in Training (EIT) or copy of your Professional Engineer (PE) license.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of proof of passing the Fundamentals of Engineering (FE) examination or other written test required for professional registration.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
