POSITION PURPOSE

As a member of the Export Controls team, this position works with the Director of Export Controls to establish institutional compliance with U.S. export control law, specifically 22 U.S.C. Chapter 39 (Arms Export Control Act) and its implementing regulations (International Traffic in Arms Regulations or ITAR). Export Controls oversees institutional policy, procedures and education related to ITAR, the Export Administration Regulations (EAR) and the Office of Foreign Asset Control (OFAC) sanctions and embargo program. This position works closely with the Office of Sponsored Programs, which reviews export control licensing and security needs for sponsored programs.

POSITION COMPLEXITIES

This position works with the Director of Export Controls, who works collaboratively with the Office of Sponsored Programs, CoMotion, Office of Global Affairs, Finance & Facilities, UW HR, Purchasing, Chief Information Security Office (CISO), and other offices at the University in the review of research and other business activities that require adherence to export control regulations.

POSITION DIMENSIONS AND IMPACT TO THE UNIVERSITY

Each year since 1974, UW receives more federal research funding than any other U S Public university, with research funding for FY 2023 exceeding $1.8 billion. It is critical that UW have has strong, effective management of regulatory compliance in these areas if UW is to maintain its position as a premier research university with the capacity to host research projects that require the unique and stringent federal expectations associated with export control-regulated activities.

The position will work with the Director of Export Controls to determine, interpret and enforce University-level policy and procedures in the area of export control and related security requirements. This position will work with the Director to work collaboratively with the Office of Global Affairs, Finance, Planning and Budget, Facilities, UW HR, Purchasing, Information Security and Privacy Office, and other leadership at the University in the development of high-level policy and requirements for research and other business activities that require adherence to export control regulations.

DUTIES AND RESPONSIBILITIES Sensitive material identification - 25%

  • Review UW technology transfer activities that require export control compliance assessment. Follow up on security question responses to identify project-specific concerns. Collaborate with Principal Investigators or Project Leads and technical staff to identify sensitive information and equipment. Advise and assist the Export Controls Research Security Specialists with the review of complex export control matters. Using information from a variety of internal and external sources, self-classify equipment and technologies; specify or develop, implement and maintain automated self-classification decision tools. Develop and maintain procedures for marking and identifying sensitive material and technology.Personnel security - 25%

  • Specify or develop and implement automated tools for the screening of research project personnel and external recipients to determine federal export control status. Review export control licensing needs for international visiting scholars and researchers. Review J-1 and other foreign national beneficiary information as it relates to deemed export and licensing needs. Work with other campus units as needed to acquire and review associated agreements and technology/data or software associated with foreign national activity at the University. Conduct Restricted Party Screening including individual associations with debarred parties.Sensitive material handling and storage - 25%

  • Develop and maintain Technology Control Plans (TCPs) documenting controls for the secure use, storage, and transmission of sensitive goods and information. Develop project-specific protection profiles for activities subject to export control and protection plans for activities with contractual security requirements. Provide institutional oversight of TCP implementation, compliance, and sunsetting. Provide general guidance and information to units regarding deemed exports regulations. Investigate and report potential security violations.Information management - 15%

  • Working with campus stakeholders, identify, implement and maintain documentation for tracking export controlled goods and technology in accordance with Federal and State statutes and policies as well as University policies. Formally document and maintain records of self-determined export classifications and use of license exemptions.Security education and awareness - 5%

  • Develop and deliver export control and security education and awareness to the broad University community: administrative staff, including purchasing, shipping, surplus, travel, environmental health and safety, and Global Operations Support; and research faculty and staff, colleges, departments, principal investigators, and students. On behalf of the University: verify employee export control awareness; accept employee acknowledgements of export control responsibilities.Compliance - 5%

  • For the broader University, monitor compliance of University policies, standards, guidelines and procedures with Federal statutes, policy and guidance. Recommend revisions to University policies, guidelines and procedures.Lead Responsibilities

  • Will lead Research Security Specialists and research personnel in understanding, implementing and ensuring compliance with internal controls associated with export control-regulated activities and materials. MINIMUM REQUIREMENTS

  • Bachelor's degree in science, technology, engineering, mathematics, or a field relevant to security and a minimum of 4 years' increasingly responsible experience in export control operations or other relevant experience. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as license/certification/registration. DESIRED QUALIFICATIONS

  • Significant knowledge of and experience working with US export control laws and their implementing regulations.

  • Significant experience in the development of policies and procedures in the area of export control and related security requirements.

  • Experience in developing and conducting training.

  • Ability to work collaboratively and build consensus with diverse groups.

  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

  • Master's degree or higher in science, technology, engineering, mathematics or a field relevant to security.

  • Experience in a large research university preferred.

  • Security clearance desired, but not required.
