COUNTY OF GREENE Elections Director in Snow Hill, North Carolina
General Statement of Duties Performs responsible administrative and supervisory work in organizing and operating the County Elections Office and overseeing all local, state and federal elections in the County.
Distinguishing Features of the Class The employee in this class is responsible for directing the registration, voting and election activities for the County. Responsibilities include receiving and processing applications for voter registration, candidate filings, campaign finance compliance, processing absentee ballot applications, training and supervising personnel and precinct officials, preparing for various regular and special elections, and other responsibilities to assure accurate and fair elections processes. The employee provides staff support to the County Board of Elections in coordinating and scheduling meetings, preparing agendas, recording and reviewing minutes, drafting the budget and presenting potential voter problems and trends. Independent sound judgment, initiative, tact and courtesy are required in registering voters, overseeing the filing and elections processes and in dealing with the general public. The work requires a thorough knowledge of State Statutes relating to election laws and a high degree of accuracy is critical. Work is performed in accordance with State election laws and policies and procedures established by the County Board of Elections. Work is performed under the general direction of the County Board of Elections and is reviewed through accuracy of records, efficiency of office and election operations, and feedback from the public.
Duties and Responsibilities
Essential Duties and Tasks Supervises a variety of functions in voter registration; receives applications for registration; ascertains that applicants are eligible to register in the County; administers voter registration oath; ensures voters are placed in correct precinct and local, State and Federal districts; maintains appropriate voter rolls; supervises and/or audits voter registration lists and removes inactive voters. Receives candidates notices of candidacy; accepts and maintains records of filing fees from candidates for county and municipal offices and other candidates designated by the State Board of Elections; verifies petitions from candidates; provides candidates with campaign reporting materials and explains reporting requirements; receives campaign reports, audits reports, and notifies the State Board of Elections of delinquent filings. Plans for various elections including primaries and general and special elections; identifies number of polling places required and potential locations, negotiates usage, arranges accessible polling locations and submits recommendations to the Board of Elections; prepares and publishes legal notices and sends notices to voters of polling location changes. Supervises and participates in the preparations for each election; prepares materials; provides voter education; trains staff and participates in training of part-time staff and precinct officials in procedures; prepares and proofreads multiple ballot styles; prints ballots after State approval; tests and records examination of balloting equipment; and supervises the packaging and delivery of precinct registration supplies, voting equipment and voter registration lists to precincts. Monitors elections process; handles absentee and one-stop voting; resolves voting equipment malfunctions and replaces faulty equipment; receives complaints about the elections process and presents to the Board for resolution. Receives, compiles and reports election results to the media on election night and submits reports to State Board of Elections and others as required; makes arrangements for the sample hand-to-eye audit of voting; makes adjustments to election results if audit differs from electronic tally; makes arrangements for recounts if necessary. Manages Elections Office; supervises elections workers; compiles and rec mmends annual budget; purchases equipment, materials, and supplies; processes accounts payable and purchase orders; projects and plans for equipment replacements; identifies makes recommendations on automation needs and requirements; determines expense for each precinct; composes resolutions, legal advertising, and legal notices to meet General Statute requirements. Maintains Board of Elections records; coordinates Board meetings; prepares agendas, attends meetings, reviews prepared minutes, prepares correspondence, memoranda and reports for the Board of Elections; provides updates to board members on changes in the laws and/or procedures. Prepares and submits a variety of required and requested reports regarding election activities to meet Federal and North Carolina State government requirements; handles notification on campaign filing reports; prepares updates and activity reports for the County and State Boards of Elections; prepares reports for candidates, political parties, the media and others upon request; ensures records are maintained as required. Maintains the Greene County Board of Elections website including regular updates. Develops, implements, and evaluates the risk management plan to ensure a smooth election process and resolve any issues that may arise before or during an election. Prepares the operating and capital budget for the Board of Elections; monitors budget; approves all purchases and expenditures; makes regular deposits of fees collected. Oversees and assists with Campaign Finance reporting by all candidates; submits required reports to the State Board of Elections. Attends State and national seminars and Institute of Government training sessions on elections issues.

Recruitment and Selection Guidelines
*Knowledge, Skills, and Abilities Thorough knowledge of electoral procedures and policies as set forth in North Carolina General Statutes and regulations of the State Board of Elections. Considerable knowledge of modern office practices including the use of computers and associated software and peripherals used in performance of responsibilities including the State SEIMS database. Working knowledge of the operation of the voting machine equipment used by the County. Working knowledge of the operations and functions of County government and its administrative procedures including financial, budgeting, personnel and purchasing procedures. Skill in collaborative conflict resolution and customer service excellence. Ability to use sound judgment and initiative and to maintain a calm demeanor in difficult circumstances while resolving problems. Ability to use tact and courtesy, and firmness, when necessary, in dealing with the public. Ability to manage operations and to organize multiple tasks and detailed processes and to coordinate multiple tasks within set time frames. Ability to produce a variety of reports, both required and requested, on elections files, processes and results. Ability to train and supervise staff, election workers and volunteers.
