CITY OF SOUTH SALT LAKE Engineering Infrastructure Inspector in SOUTH SALT LAKE, Utah

POSITION SUMMARY

The Engineering Inspector reports to the City Engineer. The Certified Public Infrastructure Inspector is an individual who inspects the construction of public infrastructure (e.g., roadways, highways, utilities, bridges) and facilities (e.g., pump stations, treatment plants, water storage facilities) and other types of construction work and materials to ensure compliance with plans and specifications. Duties may include observation, measurement, testing, and documentation.

Performs quality assurance inspections on a variety of civil engineering and public works projects constructed by private developers, utility companies, City personnel, or contractors hired by the city. Ensures that projects the city will maintain or pay for meet appropriate City, industry, and governmental quality standards. Assists with technical duties related to planning, designing, and coordinating the development, construction, and inspection of City streets, curb, gutter, sidewalks, water lines, sanitary sewer lines, storm drain systems, parks, and other capital improvements.


ESSENTIAL RESPONSIBILITIES AND DUTIES

  1. Manages, coordinates, and oversees City public works projects including streets, curb, gutter, sidewalks, water lines, sanitary sewer lines, storm drain systems, parks, and other capital improvements.

1.1 Conducts research on property boundaries, rights-of-way, easements, and existing improvements

1.2 Conducts studies to support project design and researches and obtains funding sources.

1.3 Reads and interprets drawings and determines plan conformity to established standards.

1.4 Verifies and maintains files and up-to-date records (as-built drawings, maps, etc.)

1.5 Updates and uses GIS and other asset management programs for decision-making purposes: coordinates GIS activities with the City GIS Technician.

1.6 Coordinates design projects with consulting engineers and other design professionals

  1. Inspects construction of public works projects

2.1 Reads, interprets plans, and inspects installation of streets, curb, gutter, sidewalk, storm drains, sanitary sewer lines, water lines, water meters, hydrants, service lines, fire lines, and related utilities and structures.

2.2 With the help of the City GIS Technician, compiles, maintains, and provides storm drain, water, sewer, fire line, Street lights, and power lines, and other related utility location information.

2.3 Tests materials for compliance to standards and project specifications

2.4 Approves continuance of work progress or issues "stop work" notices based upon compliance.

2.5 Notifies contractors of unacceptable construction materials.

2.6 Maintains records and notes of field inspection findings.

2.7 Monitors testing equipment and ensures proper working condition and accuracy.

2.8 Issues permits for street excavation and other construction activities.

2.9 Assists in the preparation of engineering plans and specifications, bidding process, competency review of contractors and vendors, and selection criteria for public contracts.

  1. Provides technical assistance and information to the public and other entities

3.1 Responds to inquiries from other government agencies, contractors, developers, property owners, staff and the public.

3.2 Attends meetings and represents city's interests with governmental organizations.

3.3 Assists with preparation of presentations to City Council concerning public works projects.


MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE AND CERTIFICATIONS

• Graduation from an accredited four-year college or university with a degree in civil en gineering or a closely related field; or graduation from high school or GED equivalent plus four years of experience in the construct on inspection field or a closely related field; or any equivalent combination of related education and experience.

• Must possess a valid state driver's license or can obtain one prior to employment.

• Must obtain the following certifications/training within one year of employment with the City: NICET I Certification for Stormwater and Wastewater System Inspection, Water and Sewer Lines, Asphalt, Concrete and Soils; ACI Level 1 Certification for Concrete Field Testing Technician; ACI Level 1 Certification for Concrete Construction Inspector; APWA Public Works Inspector; Utah Water Operator Grade I, Registered Stormwater Inspector; Registered SWPPP Reviewer; and completion of an approved OSHA training class, Utah Sewer Certification (Grade 1), Nuclear Troxler Certified.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

  1. Knowledge of basic civil engineering practices and design principals, design drafting, and surveying practices and procedures; knowledge of public works construction; knowledge of public works construction inspection methods; knowledge of applicable city policies, laws and regulations relating to construction, inspection, and safety.

  2. Skill in MS Office Suite, spreadsheets, and other software; skill in operating materials testing equipment.

  3. Ability to read and interpret maps, surveys, engineering drawings, construction plans and specifications; ability to prepare, organize and maintain engineering field and office data, reports and systems; ability to establish and maintain effective working relationships with employees, other departments, contractors, and the public; ability to follow written and oral instructions; ability to communicate effectively, both orally and in writing; ability to exercise sound judgment.
