GENERAL PURPOSE

Under the supervision of the Wastewater Division Manager, supervises the crews that perform a variety of general maintenance, service and repair on the city wastewater collection and treatment system. An Assistant Wastewater Division Manager may be assigned responsibility for the following aspects of the wastewater system.

  • Budget, CIP & Master Plan Treatment
  • City Projects - Collections
  • City Projects - Treatment Plant
  • Development & Mapping
  • Equipment and Vehicles
  • Process Control
  • State Compliance Reports
  • Traffic Control

An Assistant Wastewater Division Manager may also be assigned responsibility for aspects of the wastewater system that can be assigned to a Senior Wastewater Operator II, Senior Wastewater Operator I, and Wastewater Operator II, which include the following.

ESSENTIAL FUNCTIONS

Safety Systems. Places signs, barricades and other traffic control devices around work sites to protect employees and the public.

Employee Supervision. Supervises crews that perform wastewater collection and treatment system installation, maintenance, and repair.

Instructs, trains, and evaluates subordinates regarding work and safety procedures, processes and maintenance of tools and equipment.

Regularly trains and prepares subordinates to take the Utah Wastewater Operator Certification Program test.

Trains and implements City policy and procedures with subordinates.

Plans and schedules work for city crews and works with the crews providing the expertise and troubleshooting required for the completion of that work.

Resolves minor personnel issues, grievances and disciplinary problems. Reports major personal issues, grievances and disciplinary problems to the Wastewater Division Manager and assists in corrective action.

Planning. Assists the Wastewater Division Manager in the creation and updating of the maintenance plan and capital improvement plan for the city wastewater collection and treatment systems.

Reviews and comments on engineering plans to ensure compliance with City Standards.

Assists Water Division Manager on inspection and plan review for the construction and development in the city.

Budgeting and Procurement. Assists the Water Division Manager in the creation and implementation of the division budget. Manages portions of the budget associated with the operation and maintenance of the wastewater system.

Requisitions equipment, supplies and materials, and assists with purchasing specifications.

Wastewater Systems. Performs wastewater collection and treatment system installation, maintenance, and repair. This includes, but is not limited to, work on:

  • Pipes
  • Fittings
  • Valves
  • Pumps
  • Treatment plant equipment and processes
  • Lift stations
  • SCADA
  • Video inspection equipment
  • Vactor J et trucks

Performs and oversees wastewater sampling; monitoring of chlorine disinfection equipment; testing wastewater using equipment to read Ph and residual chlorine; reading and calibrating flow meters; and calculation and adjustment of chlorine dosage.

Acts as the compliance officer to ensure the city meets state permit requirements including sampling and process control.

Assists the Wastewater Division Man ger in the creations and updates of the Wastewater Division policies and procedures.

Equipment Operation. Responsible for the operation and maintenance of light, medium and heavy equipment including but not limited to the following:

  • Loaders
  • Backhoes and Trackhoes
  • Rollers
  • Forklifts
  • Vactor Jet Trucks
  • Video Truck
  • Dump Trucks
  • Pumps
  • Blowers
  • Air Compressors
  • Jack Hammers
  • Saws
  • Grinders
  • Wrenches
  • Hammers
  • Shovels

Detects and reports mechanical problems with equipment to the Fleet Division.

Miscellaneous Duties as Assigned. Must be able to report to work on time as scheduled and abide by all city policies and procedures. Must work well with others and be a team player. Must be able to understand and follow oral and written instructions. Must be able to deal with the public in a pleasant and courteous manner in all circumstances.

Perform other duties as assigned.

WORKING CONDITIONS/PHYSICAL AND MENTAL DEMANDS

Physical Demands. Requires moderate to heavy physical activity. Required to push, pull or lift medium to heavy weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions for extended periods.

Working Conditions. Exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.

Hazards. Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.

POSITION QUALIFICATIONS

 

 

  1. Education: High school diploma or equivalent.

  2. Experience: Eight (8) years of related experience, including two (2) years experience as a Collections Class IV and Treatment Class IV Unrestricted Operator with increasing supervisory experience.

  3. CPR Certification: Required.

  4. Utah CDL: Class A.

  5. Flagging Certification: Required.

  6. Forklift Certification: Required.

  7. Traffic Control Technician Certification: Required.

  8. Unrestricted Wastewater Collection: Class IV.

  9. Unrestricted Wastewater Treatment: Class IV.

  10. DRC Qualified: Must be able to act as Direct Responsible Charge (DRC) for the collection and treatment of systems.

  11. IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.

  12. Computer: Email, Google Docs, Sheets, and Slides. Must type 30 WPM.

  13. Mandatory for applicant to work on-call 24 hours a day, seven days a week within a rotated schedule. Applicant must be able to respond to emergencies in 20 minutes.
