Consolidated Edison Company of New York, Inc. Section Manager - OR Operations GIS Project Management in Spring Valley, New York

Overview

The Geographical Information System (GIS) Section Manager is responsible for delivering the GIS capital project for Orange & Rockland. In depth knowledge of how the company designs, issues layouts, and maps all assets is required for this position including all applications associated with the existing mapping systems and GIS, for example, knowledge of NRG, Locusview, EMIS, OMS, WMS and others. You will be responsible for leading change management, managing risks, establishing a mapping governance team, benchmarking with other utilities, developing a quality assurance program, and driving synergies with CECONY. You will be responsible for documentation sign offs, and managing staffing levels, the GIS team and vendors to ensure the project is on budget and on time.

Responsibilities

Core Responsibilities
  • Provides oversight and leadership for the implementation of GIS project at ORU, including monthly project progress and financial reports to the appropriate company personnel.
  • Directs all department and project activities and continually assesses contractor and Company human resource requirements, budgets and schedules.
  • Responsible for leading change management, managing risks, establishing a mapping governance team, benchmarking with other utilities, developing a quality assurance program, and driving synergies with CECONY.
  • Review and approve all documents, functional integration, data quality, testing, and other documents as needed.
  • Ensure the project is delivered on time and on budget while maintaining the highest standards in our Corporate Values.
  • Support with the development of reports and presentations to company employees, including executives and all levels of management, as well as regulatory parties and external stakeholders.
  • Develops and implements capital, operating and human resources budgets and plans to achieve optimum cost and performance effectiveness.
  • Monitors the schedule, progress, risks and cost control of the project.
  • Provides a positive employee relations atmosphere through the proper and effective administration of the Company's policies, procedures, and practices including, but not limited to, compensation, training, motivations, counseling, performance appraisal, discipline, security, substance abuse, EEO, and Safety and Environmental policies.
  • Coordinates departmental meetings as required.
  • Participate in the Company's emergency management processes and storm plans as required.
  • Performs other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree in Engineering, Business or related field and 8 years of related work experience or
  • Master's Degree in Engineering, Business or related field and 6 years of related work experience
Relevant Work Experience
  • All candidates must have 5 years project management experience and proven ability to work creatively and analytically in a problem-solving environment and manage large scale/complex projects. Required
  • Strong computer literacy and proficiency with Microsoft Office (i.e. Outlook, Word and Excel). Required
  • Experience in Project Management such as work planning, status reporting, issue/risk management Required
  • Must be well organized, detail oriented and flexible to handle multiple assignments and able to meet deadlines. Required
  • Strong leadership skills and prior supervisory experience or leading large projects/teams. Required
  • Must have a proven track record of relationship building skills, be able to take charge and run multi-discipline and stakeholder meetings. Required
  • Familiarity with utility system design, operational workflows and associated applications such as NRG, WMS, OMS and Locusview. Required
  • Must possess excellent oral and written communication skills, and have the ability to effectively interact with customers, support staff, and various levels of management. Required
  • Experience with operating budgets, budget planning, forecasting, and/or administration. Required

Licenses And Certfications
  • Driver's License Required
  • Project Management Professional (PMP) 1 Year Preferred
Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.

Minimum Salary: 140000.00 Maximum Salary: 190000.00 Salary Unit: Yearly
