Job Description

Position Summary: The Procurement Specialist will coordinate CAPEX project purchases from bid to delivery. The successful candidate will be responsible for ensuring all deliverables such as design drawings, approvals, factory acceptance tests (FATs), site acceptance tests (SATs), etc., are delivered per the agreed contract terms and payments are made in accordance with terms. Risk related to purchases will be managed, and any defined threats to the project will be escalated to the project team in accordance with the project organizational structure. The Procurement Specialist will coordinate with vendors as well as various other groups inside and outside of the organization.

Primary Responsibilities:

  1. Prepare construction contracts, consulting agreements, letters of authorization, and other contract documents for the CAPEX organization consistent with NPE Ways of Working and Global Market and Local Procurement Policies.

    a. Execute standard construction agreements with inputs from the project team.

    b. Ensure documents are prepared and electronically filed consistently across the department.

    c. Develop relationships with North America and Global procurement teams to coordinate execution of non-standard agreements.

    d. Manage collection of forecasted/capital contract strategies with a 3-year outlook, summarize group, and communicate procurement needs to North American Procurement and at Market Procurement to leverage requirements against projects.

  2. Create and update Purchase Orders in SAP.

    a. Participate in negotiations led by the Global procurement team to gather required commercial information for purchase order execution.

    b. Interface with Excel, Power Apps, SharePoint, and other software.

    c. Coordinate supplier requests for changes to terms and conditions to drive to a fully executed agreement.

  3. Manage the flow of information, goods, and services to and from equipment suppliers in connection with purchase orders for capital projects.

    a. Review scheduled shipment dates and confirm on-time delivery.

    b. Review scheduled drawing deliverables and confirm on-time delivery.

    c. Ensure purchase order milestones are complete to validate invoice payments.

    d. Manage internal and external communications through a Group mailbox.

  4. Develop relationships with suppliers and clients to promote the availability of supplier resources to meet and exceed project needs.

    a. Develop communication strategy with suppliers to promote proactive escalations for contract deliverables and/or contract milestones at risk.

    b. Develop a risk mitigation or recovery plan with suppliers when milestone dates are at risk.

    c. Ensure drawings are submitted as instructed using BIM tool and coordinate with suppliers if instructions were not followed.

    d. Develop metrics to track vendor performance.

  5. Develop relationships internally with engineers and Project Management to communicate any risks to meeting contract milestones and/or contract deliverables.

    a. Develop an Issues Report to help drive the team to act and make decisions.

    b. Partner with project teams up front to define the expediting strategy of each capital project.

    c. Report on project procurement status to Finance, Engineering Management, and Project Management.
