This position offers a hybrid work schedule which allows an employee to work a portion of the time remotely, with a regular schedule of time at the Minnesota Department of Labor and Industry’s (DLI) St. Paul office.
DLI plays a critical role in Minnesota workplaces achieving compliance with labor and employment laws that are applicable to their workforces including, but not limited to, the Minnesota Fair Labor Standards Act, the Minnesota Prevailing Wage Act, the Minnesota Child Labor Standards Act, the Minnesota Payment of Wages Act, and other provisions of municipal, state and federal labor and employment laws and rules.
The Labor Standards Assistant Director is responsible for assisting with the management and administration of the Labor Standards Division; this Division’s work focuses on education, enforcement, and overall compliance related to the numerous laws under the Division’s jurisdiction, including those regarding minimum wage, overtime, prevailing wage, other wage theft, breaks, child labor, earned sick and safe time, the Women’s Economic Security Act, retaliation, and misclassification, as well as laws that pertain to specific industries, such as agriculture, food processing, nursing homes, and construction. This Assistant Director position creates a second Assistant Direction position in the Division and offers an exciting opportunity to direct and lead work specifically related to misclassification, prevailing wage, and wage recovery.
Responsibilities include:
ManagingLaborStandardsDivision programsto ensureeffective and timelyenforcement actions that will promote broad compliance with Minnesota laws and rules under the Division’s jurisdiction.
Developing, managing, and revising goals and objectives for the Labor Standards Division in accordance with DLI’s vision and strategic plan in consultation with the Director.
Assists with managing the fiscal and human resources of the Labor Standards Division and contributing to the development and implementation of outreach, education, and other compliance efforts related to the laws and rules under the Labor Standards Division’s jurisdiction in consultation with the Director.
Continuously auditing and evaluating program progress reports and tracking metrics to ensure programs are meeting their objectives.
Representing DLI and the Division with external stakeholders.
Serving as a contact on legislative initiatives that impact the Labor Standards Division.
Performing other duties as assigned.
Minimum Qualifications
- Three (3) years of managerial, supervisory, lead work, or project lead experience*.
*Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate’s degree may substitute for six months of experience.
Demonstrated leadership experience* sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:
Coaching, mentoring, and/or developing staff while building relationships.
Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
Managing the preparation and maintenance of reports necessary to carry out the functions of the department.
Understanding of staff development, supervision, and team building.
*Demonstrated leadership experience may include any of the following:
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
1+ years of identifying issues, goals, and strategic actions
100+ hours per year time commitment
In addition to the above experience, applicants will be evaluated on and must demonstrate the following minimum qualifications:
Experience with employment law, labor law, or other worker protection laws, which could include the Minnesota Fair Labor Standards Act, the Minnesota Payment of Wages Act, the Minnesota Prevailing Wage Act, the Minnesota Child Labor Standards Act, or any other comparable state or federal laws. Experience should include fact gathering and application of employment law, labor law, or other comparable law.
Ability to lead and implement organizational change and quality improvement programs.
Knowledge of human resources principles, procedures, and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining and affirmative action/equal opportunity policies.
Communication skills sufficient to effectively provide information in individual and group situations.
Human relation and conflict resolution skills to establish and sustain effective working relationships with colleagues, managers, staff, industry and trade associations, legislators, and others sufficient to ensure that the needs and operations of DLI are understood.
Ability to communicate effectively with individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.
Preferred Qualifications
Demonstrated expertise of misclassification and prevailing wage-related laws and rules.
Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
