The Auditor Intermediate will perform audits of the Minnesota DHS Annual and Statistical Cost Reports financial and statistical records of MN nursing facilities, either through the desk audit process or field audit, in order to assist the Audit Director with rate setting for nursing facilities receiving payment under the Medical Assistance (MA) program.
Responsibilities include:
Perform reviews of cost reports that are submitted by stand-alone nursing facilities for compliance with Medicaid regulations
Identify and document questionable items through testing of data or, if performing work in a field audit, through direct identification
Analyze historical data and make changes that are based on statutes, reimbursement rules, regulations, promulgated accounting standards, or department policies
Completes reports of findings to support any adjustments made to the cost report
Works independently by applying knowledge of professional audit standards to identify audit deficiencies
Recommend corrective action and complete audit reports
The Auditor may work as part of an audit/review team that includes a more senior audit associate to conduct audits/reviews of moderate scope/complexity/difficulty or work independently on audits/reviews of limited scope where no major complications are anticipated. This class differs from Auditor, Senior in that Seniors are expected to resolve more complex and sensitive audit issues and provide guidance and/or training to Intermediate auditors.
Minimum Qualifications
1 year professional experience in developing, verifying, and analyzing financial and/or statistical data of the nursing facility industry OR 3 years advanced technical or paraprofessional experience
OR
Bachelor’s degree in Accounting, Human Services, Public Policy or related field and 2 years of advanced technical or paraprofessional experience
OR
Master’s degree in Accounting, Human Services, Public Policy or related field
Experience must include the following:
Completion of audit work
Draft clear, concise reports of audit/review findings
Computer skills (e.g., e-mail, word-processing, database, spreadsheet, presentation graphics, Internet browser and search software)
Organize, plan and prioritize work and meet deadlines
Oral communication sufficient to interview auditees, explain audit standards and policies
Preferred Qualifications
Knowledge of Generally Accepted Accounting Principles (GAAP) and pronouncements of the Government Accounting Standards Board (GASB)
Oral communication sufficient to interview auditees, explain audit standards and policy, train and guide other auditors.
Written communication sufficient to draft clear, concise reports of audit/review findings, reports of financial and statistical data, legislative proposals.
Computer skills (e.g., e-mail, word-processing, database, spreadsheet, presentation graphics, Internet browser and search software) sufficient to download and record data, analyze information, perform complex calculations, and develop reports.
Variety of experiences working effectively with others from different backgrounds and/or cultures
