Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Community Reviewer Program Manager who will drive the development, implementation, and growth of the Community Reviewer Program. This new program will include and compensate community consultants -- especially those that have faced housing challenges – to serve as grant reviewers for many of the Agency’s grant programs. This position will sit on the Policy and Community Development Division and be an Agency leader in advancing co-decision-making with communities.

Essential Job Duties

  • Develop, implement, maintain and improve an agency-wide Community Reviewer Program.

  • Lead and oversee the Community Reviewer Request for Proposal process including recruitment, scoring and selection.

  • Manage consultant contracts and train consultants and program managers on Community Reviewer Program requirements.

  • Collaborate with related Agency teams, workgroups, and enterprise-wide practitioner groups.

  • Conduct outreach and engagement for the Community Reviewer Program.

  • Build and maintain relationships and coordinate with a broad range of internal and external partners.

  • Perform other duties as assigned.

Minimum Qualifications

  • Four (4) years of experience in program management, project management, case management, engagement, community organizing, equity work, or leadership development, including leading initiatives, programs, or projects.

  • A Bachelor’s degree in Communication, Cultural Studies Programs, Global Studies, Ethnic Studies Programs, Public Relations, Public Policy, Public Administration, Political Science, Sociology or Social Work may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience.

  • Strong project management, organizational skills, and attention to detail, with the ability to manage processes, and provide direction to staff who are not direct reports.

  • Experience leading collaborative processes that include a variety of partners and constituencies.

  • Experience developing and delivering trainings and/or information sessions, gathering feedback, and effectively communicating complex topics to audiences from a variety of backgrounds and cultures.

  • Familiarity with grants and/or case management including tracking and following applicable program and/or policy requirements.

  • Basic familiarity with budgets, tracking payments or expenses.

Preferred Qualifications

  • Relationships with people who have faced housing instability and experience including them in organizational and/or government processes.

  • Experience creating new programs and the ability to analyze complex information and research unfamiliar topics .

  • Demonstrated knowledge of state grants management, managing budgets, invoicing, and payment processes.

  • Fluency in a language other than English.
