Job Summary This position exists to lead compliance for the State Small Business Credit Initiative (SSBCI) Programs within the Office of Business Finance (OBF). You will act as the expert on federal and state regulations, set up and maintain compliance procedures, and ensure adherence to transaction and reporting requirements. Your role involves working both within the division and with external partners to ensure effective compliance and reporting processes. Duties: Oversee the development and updates of comprehensive guidelines, procedures, and standards for all SSBCI programs to ensure compliance with state and federal laws, rules, and regulations. Provide leadership to SSBCI program administrators and advise approved lenders and investors on transaction issues, ensuring compliance with state and federal laws, rules, and regulations. Oversee the collection and maintenance of transaction-related SSBCI data for tranche requests and quarterly and annual reports. Advise OBF supervisors and executive director on compliance issues related to non-SSBCI programs administered by OBF. This position is telework eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates th beginning and ending month and year for each job held. Four (4) years* of experience in public administration, lending operations or venture capital operations, including a strong understanding of legal and compliance aspects related to government regulations. *A Bachelor's degree in Public Administration, Legal Studies, or a closely related field as determined by the agency may substitute for one (1) year of experience; a Master's degree in Public Administration, Law or Legal Studies, or a closely related field may substitute for eighteen (18) months of experience; a Juris Doctor (JD) or Master's degree in Law or Legal Studies with an emphasis in Business Law and Compliance may substitute for twenty-four (24) months of experience. Applicants that meet the above minimum qualification will be further evaluated on the following: Ability to learn and adapt to updates in laws, regulations, and procedures. Skill in attention to detail with demonstrated accuracy in work. Skill in technology, including Microsoft Office Suite and other relevant software. Skill in communication with stakeholders and staff at all levels, and external clientele. Knowledge of legal and financial aspects of economic development, such as small business finance, venture capital, or state or federally funded economic development programs. Knowledge of federal, state, and local laws and regulations relevant to the role. Preferred Qualifications Experience collaborating with legal professionals or teams. Legal studies degree, certified paralegal, or juris doctorate. Advanced credentials in economic development or small business finance. Experience building, administering, and maintaining compliance processes. Experience developing and presenting training for stakeholders in compliance-related areas.
