Ongoing training and professional development Salary Range: $100,000-$115,000 per year Department: Finance & Administration Reports to: Vice President Strategic Sourcing & Facility Operations Jobs Supervised: Sr. Analyst, Analyst Non-exempt: No Purpose: Directs the planning, development and implementation of the purchasing processes and procurement strategies for the acquisition of materials and supplies for the benefit of the CommonBond organization. Makes significant contributions to supporting cost reduction and containment for the organization, orchestrating initiatives, and bringing innovation to all facets of CommonBond's operations. Makes meaningful progress in expanding CommonBond's women and minority owned vendor base in alignment with the organization's Mission. Responsible for negotiations of all third-party facility operations contracts for CommonBond and its Housing Communities. Provide leadership for and actively participates in the standardization/value analysis process. Directs the procurement of all maintenance contracts and directly manages those contractual relationships against targeted metrics and outcomes. Oversees the award of contracts and participates in business reviews with supplier partnerships, who provide materials, supplies, capital/non-capital equipment, and service agreements for the entire CommonBond organization. In collaboration with the entire organization directs the development of purchasing processes and policies for the organization and optimization of the related ERP system. ACCOUNTABILITIES Leadership and Management * Manages the Strategic Sourcing and 3rd party vendor management team - hire, train, develop, and mentor staff. * Develops strategy for management of all tangible goods (supplies and capital) procurement related activity for the organization. Provides direction for negotiation of pricing, contracts and payment terms with suppliers. * Develops goals and leads annual cost savings initiatives that contribute to CommonBond's financial goals. * Accountable for ensuring a competitive bid process including continuous improvement of documentation to support vendor selection and contract assignment. * Facilitates major sourcing decisions based on diversity targets, supplier capabilities, pricing, GPO alliance and other relevant, pre-established criteria. * Lead Strategic Sourcing in partnership and coordination with Property Management Operations and Asset Management. Foster a collaborative environment balancing cost, risk, quality, and safety. Establish a customer-partner relationship through regular cadence of communication, feedback loops, and other assessments using both quantitative and qualitative measures. * Continuous focus on improvement and operational excellence. * Represent the department and organization to internal stakeholders. Vendor Manage ent * Procures and manages vendor contracts for maintenance-related services for CommonBond organization and collaborates with functional leaders to provide direction for organization-wide contract negotiation. * Provide oversight and management of the 3rd party maintenance technician and on-call contract, including preventative maintenance and all work orders not sourced to a 3rd party sub-contractor. * Provide oversight and management of the 3rd party maintenance vendor contracts. * Responsible for dispatching 3rd party maintenance vendors when needed. * Responsible for ensuring the Purchase Order process is followed internally and by all contracted vendors. * Ensure compliance with current building, fire and safety codes. Ensure compliance with all CommonBond Communities policies and procedures. Ensure adherence to property warranties, guarantees and service agreements. * Provides technical and process-based expertise in all aspects of procurement. * Qualifies and manages vendor selection including evaluation of liability insurance, certification of background checks if required, onboarding and training for all relevant CommonBond policies and procedures. * In conjunction with Facilities and IT maintain and manage warranties, maintenance agreements, service agreements and renewal timing. * Establish, build, and maintain relationships with all key suppliers, distributors, and Group Purchasing Organizations to support CommonBond's strategic direction. REQUIRED QUALIFICATIONS * Bachelor's degree in business or related field, or minimum of ten years of experience in mid to senior management of purchasing or supply chain functions with demonstrated success in achieving goals * Minimum of 3 years of experience in facilities management. * Ability to build and lead a new team in partnership with multiple internal and external stakeholders * Ability to prioritize workflow and communicate effectively with competing stakeholders' priorities * Excellent financial and strategic planning skills * Effective presentation, verbal and written communication, and ability to communicate with all stakeholders * Excellent organizational and problem-solving skills and the ability to deal with ambiguity and changing priorities * Ability to handle multiple tasks with keen ability to lead a team to meet deadlines PREFERRED REQUIREMENTS * Affordable housing development and management * Not-for-profit PHYSICAL REQUIREMENTS * Ability to sit for extended periods of time * Ability to type data into a computer * Ability to lift up to 10 pounds OTHER REQUIREMENTS * Hybrid work environment, willing to be flexible when necessary to travel to sites or central office * Must be willing and able to work extended hours as necessary to meet deadlines Equal Opportunity Employer/Protected Veterans/Individuals with Disabilities The contractor will not discharge or in any other manner discriminate against employees or applicants because they have inquired about, discussed, or disclosed their own pay or the pay of another employee or applicant.
