Reporting directly to the Agency Deputy Finance Director, in the Fiscal and Administrative Services Division (FAS), this position is an integral member of the FAS Leadership Team and actively participates and helps shape the development of agency-wide or division-wide strategic planning for creative and innovative ways to improve agency services and meet agency goals. This position also demonstrates strategic vision, leadership and manages, directs, and successfully deploys these Department of Public Safety’s (DPS) department-wide business operations and support service functions and integrates them with department business units so that the mission and goals of DPS are realized:

  • Agency-wide, centralized and decentralized procurement for DPS/FAS Procurement including administrative acquisitions; equity in procurement (diverse spending); service operational contracts; some client services; state purchasing card management and training; system administrator and product owner for DPS's centralized Document Management System and purchase request work flow and approval system (i.e. Special Expense and Travel Authorization approvals) and purchasing violation work flow process; development of procurement policies and procedures; coordination, collaboration, relationship-building with 14 Divisions/Program Areas and indirect management of over 53 Indirect Procurement staff in the field, and 1,100 Indirect Purchasing Cardholders; and development and adherence to statewide and department-wide environmentally-sustainable procurement pursuant to E.O. 19-27. The ODP Manager has input and influence in service and commodity acquisitions on a department-wide basis and management of the diverse spending dashboard for the department including missed opportunities for diverse spending and presenting awareness and training opportunities consistent with E.O. 19-01 demonstrating DPS's collective commitment to purchase goods and services from Minnesota's businesses owned by people of color, women, and veterans.

This agency-wide position successfully deploys and integrates these functions with the department divisions / budget activities to ensure that the mission and goals of the State of Minnesota and DPS are realized. The incumbent also provides leadership, expert advice, and counsel to DPS's Chief Financial Officer and the FAS Deputy Director on procurement policies and issues regarding the complex administration and programmatic requirements of multiple federal and state programs with differing statutory, regulatory, and interagency policy and procurement requirements in support of the department and all of its distinct programs.

Minimum Qualifications

Four (4) years of experience* in the following areas:

  • Experience with State and/or Federal contract and procurement laws, policies, and procedures.

  • Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) with full accounting cycle and close process sufficient, to develop, monitor, implement, and evaluate accounting practices, internal control processes and systems, and purchasing and program management transactions, records, and financial control systems.

  • Drafting, developing, updating, maintaining agency standards regarding purchasing and contracting activities.

  • Experience analyzing and evaluating risks related to purchasing and contracting.

*A Bachelor's degree in accounting, finance, business administrator or other closely related field may substitute for one (1) year of experience; a master's degree substitutes for eighteen (18) months of experience; a PhD substitutes for twenty-four (24) months of experience.

Applicants that meet the above minimum qualifications will be further evaluated on the following:

  • Knowledge of and experience with enterprise resource planning (ERP) systems of comparable to large company or entity.

  • Cooperatively working and effectively communicating, persuading, negotiating, and building consensus through both oral and written mediums with a wide variety of people with diverse backgrounds in management, professional, and technical professions.

  • Ability to proactively manage multiple projects simultaneously.

  • Ability to provide technical leadership to ensure development and maintenance of appropriate processes and structures to support compliance.

  • Ability to identify and solve problems effectively and collaboratively.

Preferred Qualifications

  • Bachelor's degree in accounting, finance or business administration or a closely related field.

  • Experience with facility / lease management as it relates to procurement.

  • Knowledge of and experience with the state's accounting and procurement system (SWIFT) and human resources management system (SEMA4).

  • Knowledge of and experience with public sector government procurement policies, regulations, procedures, and practices including equity in procurement.

  • Knowledge of cost allocation principles and federal facility management memorandum of understanding (MOU) and Infrastructure Funding Agreements for shared costs in a facility.

  • Active Authority for Local Purchase (ALP) Certification by the Department of Administration, Office of State Procurement (OSP).

  • Understanding of the state budgeting process and federal, state, or other funding sources and requirements.

  • Knowledge of and experience with negotiating complex agreements.

Physical Requirements

Light: Requires occasionally moving and transporting such articles such as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
