This position exists to direct the activities of the Center for Public Health System Strategy to build a more seamless, responsive, publicly supported public health system for Minnesota in collaboration with state, local, and Tribal public health partners. Primary functions include working with partners to provide leadership, direction, and strategy; directing and supporting the work of staff; and developing, implementing, and monitoring change strategies.

Working as a Manager for the Center for Public Health System Strategy, you will:

  • Provide overall leadership, strategy, and direction so that priorities are identified, and appropriate resources are focused on building a more seamless, responsive, publicly supported public health system in Minnesota.

  • Lead and support the work of staff who develop and implement strategic change strategies in partnership with state, local, and Tribal health leaders, public health governing entities, and key stakeholders.

  • Develop, implement, and evaluate change strategies, monitor performance, and administer section activities so that initiatives are implemented effectively and efficiently.

This is a hybrid telework position that requires in-person meeting with external stakeholders as well as in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

Minimum Qualifications

Four (4) years of management experience that includes the following:

  • Experience developing, implementing, and monitoring a strategic plan.

  • Experience working collaboratively across diverse groups of stakeholders.

  • Planning, organizing, or directing human and fiscal resources.

AND

Demonstrated leadership experience that may include any of the following:

  • Experience as a supervisor, team lead, lead worker, OR project lead*

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

  • Completion of a similar or equivalent leadership development program through another organization

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:

  • 1+ years of identifying issues, goals, and strategic actions

  • 100+ hours per year time commitment

*A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment. Projects are efforts with defined phases where a combination of organizational resources including a pre-determined budget are pulled together toward a specified objective. These efforts are usually discontinued once the project is completed.

A related degree may substitute for experience as follows:

  • Doctorate degree: Two (2) years

  • Master's degree: Eighteen (18) months

  • Bachelor's degree: One (1) year

  • Associate's degree: Six (6) months

Minimum qualifications to be assessed during the interview process:

  • Experience developing, overseeing, and/or facilitating large scall planning efforts.

  • Experience working with multiple stakeholders to design and implement system changes.

  • Ability to communicate effectively, both orally and in writing to a variety of audiences.

  • Ability to problem-solve through the assessment of a situation, understanding of various perspectives, identification of a problem, awareness of resources to address the problem, and adequate knowledge of the system to initiative appropriate action.

  • Ability to establish and maintain effective working relationships.

  • Ability to facilitate and move a group toward a common vision or goal.

Preferred Qualifications

  • Knowledge of change management practices and experience applying them with large and complex systems.

  • Experience in state, local, and/or Tribal public health.

  • Knowledge of Minnesota's state, local, and Tribal public health partnership and Tribal sovereignty.

  • Project administration sufficient to analyze cost/benefit considerations, design, plan, establish time and cost controls, monitor progress and evaluate project results.

This employment does not require a valid driver's license, but is does demand travel, which the candidate will be responsible for meeting.
