This position will provide a wide range of support, coordination, and partner management functions necessary for ongoing operation of the Minnesota Refugee Information System (MRIS) within the Minnesota Department of Human Services’ (DHS) Resettlement Programs Office (RPO). This includes overseeing and ensuring the integrity of data within MRIS; collaboration with various stakeholders; and leading training, support, and technical assistance for MRIS users. This role is crucial in maintaining high standards of data quality, facilitating continuous improvement processes, and enhancing overall system functionality. The incumbent will also coordinate program monitoring activities across the RPO contributing to the evaluation and enhancement of program effectiveness.
Responsibilities include but may not be limited to:
· Implement ongoing MRIS data integrity activities.
· Review all new MRIS participant enrollments, including immigration documentation, to validate eligibility for program enrollment.
· Provide training, support, and technical assistance for Minnesota Refugee Information System (MRIS) users.
· Coordinate and track program monitoring activities across RPO programs team.
· Develop and prepare MRIS reports to show program trends and challenges for program staff and leadership to use in program monitoring and evaluation.
Minimum Qualifications
One (1) year professional data analytics or project management experience.
OR
Three (3) years advanced technical or paraprofessional experience in data analytics or project management.
OR
Bachelor’s degree in a related field and two (2) years advanced technical or paraprofessional experience in data analytics or project management.
AND
Experience must clearly demonstrate:
Project management principles and practices sufficient to plan work and set goals, monitor, and evaluate accomplishments.
Developing and implementing strategies for data improvement processes.
Knowledge of Federal and state policies, regulations, and laws related to Resettlement Program Office funding, policies and regulations affecting service eligibility and program reporting requirements.
Experience reconciling data and identifying reporting errors/anomalies.
Experience providing excellent customer service
Preferred Qualifications
Creating dashboards, reports, and other methods of synthesizing analytic results.
Knowledge of data privacy laws and rules imposed by Minnesota Government Data Practices Act, the Health Insurance Portability and Accountability Act (HIPAA) and other provisions of the Code of Federal Regulations re: privacy of client data.
Experience that demonstrates ability to focus on attention to details in information and record management.
Familiarity with the Minnesota Refugee Information System is strongly preferred
Experience reviewing USCIS status documentation to evaluate program eligibility.
Familiarity with federal Office of Refugee Resettlement programs and service populations
Variety of experiences working effectively with others from different backgrounds and cultures.
Knowledge of Section 508 of the Rehabilitation Act, W3C, WCAG 2.0, and practices related to accessibility.
Lived refugee or immigrant experience.
Fluency in a language in addition to English.
