The Project Manager (PM) has overall responsibility and authority for the successful performance of all aspects of the contract including the project management, contract scope requirements, customer relations, labor relations, employee relations, employee safety & health, and vendor/subcontractor management. He/she is responsible for implementing any programs or process improvements to continuously enhance the services provided for any of the contract aspects. The PM is the dedicated management administrator for all Akima Infrastructure Protection LLC (AIP) contractor-provided support services and ensures the flow of operations between all contractor-staffed positions of the contract. Works cooperatively with the company leadership to develop and attain the goals and objectives of the contract within the scope and policy defined by the client agency and according to the policy direction of the company. Has budgetary responsibility for all contract costs and is accountable for meeting all financial objectives. The PM reports to the President of AIP.

Responsibilities

  • Plans, and provides leadership, for the administrative and security programs of the facility. Makes short-term and long-range plans and schedules. Sets goals and establishes objectives and actions to achieve such plans.

  • Establishes programs and activities to motivate employees and enhance employee morale.

  • Establishes creative methods to enhance, improve, and optimize operations to reduce costs for both the contractor and the client.

  • Ensures that adequate procedures, methods, and techniques are established in all programs, disciplines, and operations so that functions are executed with maximum efficiency and cost effectivene Monitors compliance with established facility methods and systems and seeks improvements in all functional areas including but not limited to program management, business services, detention, transportation, and food service.

  • Works collaboratively with corporate Shared Services functions to ensure services provided are designed to meet contract objectives.

  • Clears policy matters with the appropriate corporate and/or client officials, whenever necessary, and advises facility management and staff of pertinent matte

  • Remains aware of statutory requirements, and legal decisions, that affect administrative decisions and/or operations of the facility.

  • Analyzes proposals, financial statements, records, statistical reports, budget estimates and justifications for proposed expenditure

  • Develops and maintains close working relationships with government and private agencies including local, state, and federal law enforcement units, and the community.

  • Responds to significant unusual occurrences during scheduled business hours.

  • Performs other duties and responsibilities as needed to ensure the effective and successful operation of the facility.

  • Ensures ICE Performance Standards are communicated to the work force, and that these standards are met in every aspect of Contractor services.

  • Meets with the COR to review contractor performance and plan improvements.

  • Confirms the contractor follows the Staffing Plan.

  • Ensures the Quality Control Program is executed effectively.

  • Monitors performance of leads and staff.

  • Ensures Facility Security and Control performance measures are achieved.

  • Ensures delivery of a Monthly Activity Report that summarizes contractor staffing, activities, and performance for the contract’s previous month period.

  • Attends government briefings to provide leadership visibility.

Qualifications

  • Bachelor’s degree from an accredited university or college in a related field such as Law Enforcement or Criminal Justice; or Business. The degree requirement may be satisfied by completion of a career development program that includes work-related experience, training, or college credits at a level of achievement equivalent to the bachelor’s degree.

  • Must have strong leadership ability, sound judgment, and effective administrative ability.

  • Must have strong analytical skills for resolving complex cross functional problems.

  • Possesses a thorough knowledge and understanding of the objectives and principles of career development and advancement programs. Clearly demonstrates the ability to guide, direct and coordinate the efforts of othe

  • Must have strong math and MS-Excel skills to track costs and expenditures against budget.

  • Must understand time management methods to enable satisfying multiple competing objectives.

  • Minimum of five (5) years related law enforcement management/detention/correctional facility administrative experience

  • Must be capable of negotiating and making binding decisions for company.

  • Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with CBP Personnel.

  • Ability to prepare management, business, technical, and personnel reports, reviews, and documents for internal and external use.

  • Knowledge of program objectives, policies, procedures, and requirements for managing an armed security operation with elements of detention management

  • Knowledge and a working understanding of ICE methods, operations, and terminology

  • Able to pass the ICE National Agency Check, Person of Public Trust.

  • Must be a United States citizen
