Transactions, Disclosure, Cybersecurity, Attorney-Entry Level
The Iowa Department of Revenue’s Legal Services and Appeals Division is currently seeking an entry-level attorney or attorney with limited experience to specialize in transactions, disclosure, and information security legal work for the Legal Services Section. The Legal Services and Appeals Division advises on the laws that govern the Department, drafts legal documents, manages appeals, ensures the Department follows the law, and helps draft and change revenue related laws. The section also reviews requests for public records and subpoenas.
Position Description:
Primary Duties:
Review, draft, and negotiate contracts and purchasing instruments with private vendors and other state agencies.
Assist internal stakeholders with contract negotiations and issuance of Request for Proposals (RFPs).
Develop or assist with development of contract templates and management of the contract repository.
Collaborate with internal business units on matters related to contracts.
Assist the Security Unity with legal matters related to both cyber and physical security.
Provide legal counsel on issues related to disclosure of taxpayer information and public records law. Review public records requests and responsive documents to ensure the Department complies with all relevant state and federal taxpayer confidentiality laws.
Assist with the following legal services as needed:
Assist senior attorneys in providing counsel to the Director; drafting legislation and rules related to assigned program areas; supporting legal services work on topics other than procurement and disclosure as time permits or as the need arises.
Work on topics outside of the primary area of focus such as alcohol, lottery, or tax regulation.
Preference will be given to candidates with:
Relevant work experience (including internships) researching law, policies, orders, and regulations and drafting legal documents
Knowledge of contracts or data security law
Demonstrated writing ability, such as experience with journal, law review, or a judicial clerkship
Demonstrated interest in public service
