       License and Certification Qualifications: None required.Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.Experience Qualifications: Three years of payroll, HR, administrative, and/or accounting experience required.Skills Qualifications: Ability to write reports and business correspondence; ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations; ability to solve practical problems; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form; ability to utilize Microsoft Outlook, PeopleSoft, and Microsoft applications at an advanced level; ability to exercise independent judgment; and ability to communicate with others in an effective and tactful manner.Primary Responsibilities: Responsible for maintaining and supporting the Gwinnett Retirement System (GRS) payroll processes, meeting the issued deadlines for retiree and long-term disability (LTD) payrolls, and providing assistance to the Lead Financial Systems Specialist and other GRS staff.1. Provide support to the Lead Financial Systems Specialist in implementing GRS plan initiatives.a. Possess ability to successfully operate PeopleSoft programs and tables.b. Possess knowledge of all areas of GRS payroll.2. Process all GRS payroll actions.a. Run final calculations and pull pay schedules for all retirees added to GRS payrollb. Key all maintenance on GRS payroll with accuracy and speed. c. Maintain accurate participant data in GRS systems.d. Monitor and audit GRS payroll monthly activities for accuracy.e. Work with GRS staff to meet all payroll schedules.3. Process all GRS optional benefit changes.a. Produce and audit reports and queries to verify and ensure retirees are enrolled in correct benefits with accurate deductions.b. Complete monthly optional benefit reconciliation and resolve any issues.c. Address retiree concerns and work with necessary internal and external parties to resolve issues.d. Act as liaison between GRS/retirees and benefit vendors.4. Manage GRS deceased monitoring processa. Monitor and process deaths of GRS participantsb. Coordinate with necessary internal departments and external vendors to develop an efficient deceased monitoring system to securely receive notification of deaths.c. Continuously review death monitoring system to ensure process is fully functional and completed timely.d. Continuously maintain and improve deceased monitoring system.e. Generate, process, and audit death file5. Serve as primary contact for GRS terminated vested participantsa. Process projection and retirement requests from terminated vested participantsb. Determine eligibility, run retirement projections, and communicate retirement benefit options.c. Process all approved Terminated Vested Immediate GRS retirement benefits for payment.d. Run Terminated Vested Normal Retirement Age process.6. Record maintenancea. Scan all GRS Payroll documents into electronic records systemb. Verify accuracy of scanned documents.7. Receive and process incoming telephone calls, mail, and e-mail.a. Manage the Gwinnett Retirement System Financial Systems primary telephone lineb. Manage the Gwinnett Retirement System Financial Systems e-mail box.c. Research, review, and respond to inquiries in an accurate and timely manner.8. Assist with new projects as assigned.9. Perform other duties as assigned.Physical Demands:While performing the duties of this job, the employee is frequently required to sit for extended periods of time.
