JOB DESCRIPTION:
This is a professional select exempt service (SES) position located in the Division of Early Learning (DEL) in the Programs and Policy unit. The incumbent in this position will serve as an Early Learning Program Manager for School Readiness and Gold Seal, supervising the activities of designated staff in support of operations of the Division of Early Learning (DEL).
DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
Tasks include, but are not limited to:
As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
Exercises a high degree of independence in the establishment of priorities and procedures
Plans workloads, workflows, deadlines, work objectives, and time utilization of assigned staff
Directs the design and implementation of systems coordination, communication and tracking with emphasis on management of correspondence, decision memoranda, corrective action plans, timelines, and operational objectives
Coordinates responses on select matters and conducts policy research and analysis on select issues
Coordinates assignments to ensure the Division of Early Learning views are represented and that responses are timely
Coordinates with all units to communicate relevant information and logistics related to programmatic and operational activities
Conducts special assignments as directed by the Chancellor, Deputy Director, and Programs and Policy Coordinator, and prepares verbal and written reports of findings and recommendations
Provides representation on agency and interagency workgroups related to early learning issues and coordinated service delivery
Provides administrative support and supervision to administrative staff and unit staff, monitors project progress, and reviews reports, and all other work products related to the School Readiness and Gold Seal programs; mentors staff; oversees staff recruitment, training, disciplinary actions and evaluations; and identifies and resolves organizational problems in accordance with state policies and procedures
Advises and assists the Deputy Director and Programs and Policy Coordinator regarding office and field issues. Provides technical assistance, guidance, and issue resolution with internal and external customers
Provides strategic planning and oversight of the Gold Seal Program, including annual survey of accrediting associations; Gold Seal designation terminations; and formal termination reconsideration process
Develops materials and resources (flyers, one-pagers, website information, letters, memos, and correspondence), rules policies, guidance, and bill analyses to support the design, development, implementation, and evaluation of early learning programs
Conducts original research and analyses for the continuous quality improvement of early learning programs
Keep abreast of federal, state, and agency regulatory requirements, legislation, rule, and Department and Division policies and procedures

Experience managing grants and/or contracts
Experience presenting to the public
Demonstrate strong knowledge of Microsoft Office programs and presentation skills

MINIMUM QUALIFICATIONS:
4+ years of related work experience, preferably in social services administration, grants and contract management, or experience in a related field
2+ years of supervisory/management experience
PREFERRED QUALIFICATIONS:
Experience in writing Florida Administrative Code, conducting bill analyses, drafting state plans, policies and procedures
Experience in presenting to the public, including holding rule workshops and public hearings
EDUCATIONAL SUBSITITUIONS:
SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.
A bachelor’s degree from an accredited college or university in business administration, economics, finance, management, social services administration, social science, or other qualitative or quantitative analysis and research fields.

LEAVE INFORMATION:
+ + Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
