MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university with a major in forestryand(4) four years of professional forestry experience;or

A master's degree from an accredited college or university in forestryand(3) three years of professional forestry experience.

Professional, administrative or supervisory forestry experience can substitute on a year-for-year basis for the required college education.

In accordance with Florida Statute 633, any person employed in this class must:

  • Be a high school graduate or the equivalent, as the term may be determined by the Division of State Fire Marshal of the Department of Financial Services, and at least 18 years of age.

  • Not have been convicted of a misdemeanor relating to the certification or to perjury or false statements, or a felony or a crime punishable by imprisonment of 1 year or more under the law of the United States or any state thereof or under the law of any other country, or dishonorably discharged from any of the Armed Forces of the United States. “Convicted” means a finding of guilt or the acceptance of a plea of guilty or nolo contendere, in any federal or state court or a court in any other country, without regard to whether a judgment of conviction has been entered by the court having jurisdiction of the case.

  • Submit a fingerprint card to the division with a current processing fee. The fingerprint card will be forwarded to the Department of Law Enforcement and/or the Federal Bureau of Investigation.

  • Have a good moral character as determined by investigation under procedure established by the division.

  • Be in good physical condition as determined by a medical examination as prescribed by the division. Such examination may include, but need not be limited to, provisions of the National Fire Protection Association Pamphlet 1582.

  • Be a non-user of tobacco or tobacco products for at least one (1) year immediately preceding application, as evidenced by the sworn affidavit of the applicant.

Certificate of Compliance as a Firefighter

Federal Aviation Administration (FAA) Part 107 Certificate

JOB DUTIES:

The incumbent in this position is required to be fire certified as a forestry firefighter under Chapter 633, F.S., and at any time may be required to perform the tasks of a Certified Wildland Firefighter in accordance with Florida Forest Service (FFS) Policy and Procedure 225.00, Appendix B.

Manages the Unmanned Aircraft System (UAS) program and operations for the Florida Forest Service (FFS). Responsible for FFS UAS flights and maintenance based on Federal Aviation Administration Rules and Regulations, as well as laws governing the use of state-owned aircraft. This position manages the Federal Aviation Administration (FAA) Certificate of Authorization (COA) and the FAA part 137 – Agricultural Aircraft Operator for the FFS. This position is responsible for budget preparation and administration, recommending policy and procedure, setting standards for pilot qualifications and proficiency, maintenance of FFS UAS equipment, compliance with applicable federal aviation laws and rules, and the FFS aviation safety program. This position is responsible for inventory and assignment of the FFS UAS fleet and complying with all necessary reporting. This position will collaborate with the field UAS pilots on training, recorded data, and utilization.

Develop and establish the FFS UAS operation protocols and procedures and ensure they are communicated with the FFS UAS pilots. Ensure these operation and procedure protocols are updated based on FAA rules and regulations or FFS needs. Create and facilitate training based on the FFS procedures and the FAA regulations. Ensures the coordination of, and tracks participation and certification of all participating FFS UAS personnel. Conduct flight evaluations and annual reviews for all UAS pilots. Ensure refresher courses are created and facilitated as necessary. Review and revise training standards and ensure all training complies with current rules and regulations. Develop and implement safety policies and procedures.

Ensures the incorporation of risk management practices into all FFS fire aviation and UAS programs. Conduct safety inspections and establish safety protocols for all FFS UAS operations. Investigate UAS incidents to determine the cause and recommend corrective action. Analyze UAS data and use it to improve safety standards and operational procedures.

Provide wildfire and emergency response support as directed. Assist in the development of smoke management, wildfire prevention, prescribed fire, pre-suppression burning plans and hazardous fuels mitigation. Assist in the enforcement of Florida’s open burning laws and regulation.

Develop and assist with executing flight plans for aerial photography and other UAS operations. Establish the standards for the technology the FFS will utilize. Monitor and regulate UAS operations to ensure accuracy and safety. Conduct equipment inspections and review flight logs.

Monitor and troubleshoot UAS system performance and connectivity. Test and deploy new UAS software updates and patches. Maintain and update UAS system documentation. Track system inventory and ensure accurate software licensing. Establish procedures for managing UAS recorded data and media and ensure the required information is received, tracked, and submitted. Establish the records retention requirements for all UAS data.

Serves as Officer-in-Charge on a rotating basis with primary supervision over the division’s fire suppression resources. Responsible for handling other fire emergencies or disaster response requests and assuming command of Firefighters on the ground as required.

Provides support and research to the Assistant Chief of Aviation on special projects and reviews to help ensure compliance with all aviation rules and regulations. Act as Remote Pilot in Command as needed.

Performs other related assigned tasks and training as required.
