POSITION SUMMARY:

Under the direction of the Bureau Chief (BC), this position coordinates the activities of the Policy & Case Analysis Team (PCAT), conducts research, oversees litigation, and makes recommendations to management for the improvement, acquisition, and development of programs, training and technical equipment. This position works independently and coordinates teams to accomplish the mission of Offender Registry Services (ORS) and consults with other governmental agencies to evaluate their information needs and capabilities.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Provides leadership to PCAT by overseeing case reviews and unit procedures, engaging in procedural decision-making with the adjacent PCAT Planning Manager, and supervising Government Operations Consultants;

  • Determines sexual offender/predator registration information to be maintained, updated, and disseminated to the public via the Florida Sexual Offender/Predator Public Registry website;

  • Assists in coordination of registration requirements and technical updates regarding sexual offenders/predators with other units in the Office of Statewide Services;

  • Understands and applies sexual offender/predator registration laws to individuals with a sexual offense conviction or those required to register in another state/jurisdiction;

  • Researches and analyzes case law for policy impact as it relates to Florida’s sexual offender/predator registration laws;

  • Oversees litigative and legal issues as related to sexual offender/predator and career offender registration laws and assists the adjacent PCAT supervisor with legislative duties

  • Engages in strategic planning and reporting, special project oversight, and training; and

  • Performs other related duties and functions.

    To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

    MINIMUM QUALIFICATIONS:

  • At least 2 years of criminal justice, law enforcement, legal, or supervisory experience.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the basic principles and practices of law enforcement and the criminal justice system;

  • Knowledge of law enforcement telecommunications systems;

  • Knowledge of report writing techniques;

  • Knowledge of research and intelligence analysis techniques;

  • Knowledge of legislative bill analysis;

  • Ability to establish and maintain effective working relationships with others;

  • Ability to report and communicate information clearly, concisely and accurately, both verbally and in writing;

  • Ability to determine work priorities and insure proper completion of assignments;

  • Ability to operate personal computers and networked communications systems;

  • Ability to analyze, interpret and summarize criminal intelligence data;

  • Ability to make independent decisions; and

  • Ability to write reports, investigative summaries and memoranda resulting from informative analysis.

    BASE SALARY:

  • $66,950.00

    NOTES:

    Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
