The Municipal Licensing and Standards Division supports the City of Toronto by contributing to the safety, vibrancy and maintenance of communities by being a leader in the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services.
Reporting to the Director Policy & Strategic Support, the Manager Workforce Development & Training MLS will develop and implement the Division's overall workforce planning and development strategy and initiatives through divisional consultation in support of a high performing, knowledgeable and engaged workforce.
The Manager will coordinate divisional training efforts with ML&S operations and the people services support team regarding strategic human resources planning, talent management, employee and labor relations, succession planning, training and development and performance management. The position has direct accountability for the oversight of the division's training and development programs, on-boarding, and off-boarding programs, internal and health and safety programs, including initiatives to support employee wellness.
What will you do?
Lead, consult on, develop, and guide a strategically focused workforce development strategy for Municipal Licensing and Standards and oversee its execution.
Manage, motivate, and train the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervise the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work. Authorize and control vacation and overtime requests. Monitor and evaluate staff performance, approve salary increments and recommend disciplinary action when necessary.
Develop, recommend and administer the annual budget for the unit, and ensure that the unit's expenditures are controlled and maintained within approved budget limitations.
Develop and guide a strategic customer service-centered workforce development strategy for Municipal Licensing and Standards, and oversee its execution, including staff development, succession planning, employee recognition and engagement, and workforce analytics, among other items.
Provide expert strategic workforce planning knowledge, advice, executive-level support and professional judgment on performance management issues for the division's senior management team.
Develop and implement detailed plans and recommend policies regarding program specific requirements.
Manage the division's learning and development needs through assessment, design, development, delivery, coordination and evaluation, incorporating adult learning principles, modern learning methods, and leveraging the City's ELI system.
Lead the Division's training strategies and initiatives, ensuring Divisional needs and priorities for staff skills development and training plans are identified and assessed.
Provide strategic leadership related to Health, Safety and Wellness for the division, in a manner that ensures competence, integrity and effective and efficient compliance with all health and safety requirements and initiatives.
Participate in organization and management changes, confidential re-structuring, and re-organization initiatives, and the creation of a workplace that supports and is conducive to a high level of performance.
Provide strategic leadership to grow the organization's relationships, specifically with learning institutions and leveraging external sources of relevant training opportunities, e.g. Toronto Police Service, Public Health.
Maintain cooperative linkages with other municipalities, provincial ministries and agencies, and colleges and universities with respect to training and development related matters.
Participate in union negotiations related to divisional workforce planning initiatives and training and development programs.
Provide support and works closely with the Division's directors, management team, and People and Equity to manage talent planning and training strategies effectively and efficiently.
What do you bring to the role?
- Post-Secondary education and experience in the field of Training and Education, Organizational Change Management and Adult Learning and/or equivalent experience preferably in a large, complex organization in the execution and management of large-scale projects, corporate-wide strategy and development in areas of organization-wide OD programs and/or continuous learning & development programs.
2.Extensive workforce development and planning experience with a focus on strategic planning, training and development, health, safety and wellness, and employee engagement.
- Considerable experience in leading the development and implementation of innovative and high-quality training to support organizational strategies or business needs. This includes integrating research, conducting comprehensive needs assessment, curriculum/course design respecting adult learning principles and practices, and evaluation of training courses, classroom-based learning and/or e-Learning through an equity, diversity and inclusion lens.
4.Considerable experience in motivating, leading, training, performance managing and managing a diverse team in a fast-paced environment with the ability to promote and foster effective teamwork and establish excellence in a customer service oriented environment.
5.Considerable project management experience, including developing, coordinating and managing both short- and long-term projects and initiatives, while developing partnerships and balancing a range of stakeholder interests.
6.Considerable Experience developing policies, training plans and business processes to support the strategic direction of the division, as well as meet legislative compliance and collective agreement obligations within an operations focused environment.
7.Familiarity in developing and administering budgets and in control and monitoring of expenditures to ensure fiscal accountability and effective use of resources.
8.Strong knowledge of employment related legislation (i.e. ESA, Occupational Health & Safety, Human Rights, etc.) Familiarity with applicable collective agreements is an asset.
9.Ability to lead and implement proactive and progressive organizational change in order to achieve desired results within critical timeframes.
10.Strong interpersonal, relationship building and conflict resolution skills with excellent political acumen to function effectively in a service oriented, politically sensitive environment and to balance the needs of the organization and customers against valuable resources.
11.Excellent business writing skills with the ability to prepare comprehensive reports through the application of relevant information to support business analysis and decision making.
- Demonstrated skills in creative problem solving and constructive resolution on difficult issues.
