As a member of Toronto Water's Technology & Customer Experience Team, the Project Manager in the Automated Meter Infrastructure (AMI) Unit is responsible forproviding project management and technical expertise in delivery of programs related towater meters, meter transmission units (MTU) and data collection units (DCU). You will be working closely with Technology & Customer Experience staff to address prematurely-failing meter transmission units (MTUs), implement the next generation of AMI, and delivering related state of good repair initiatives and programs.

Reporting to the Senior Project Manager, the Project Manager oversees, coordinates, and guides project teams, including staff, vendors, and consultants, to deliver effective solutions that address immediate challenges while aligning with the division’s long-term strategic objectives.

Major Responsibilities:

  • Manages and provides leadership for assigned projects from inception to completion, and promotes standardization relating to project administration, documentation, processes,and technical requirements.

  • Creates and maintainsdetailed project management documents and artifacts, such as project charters, plans, budgets, risk and issue registers, and status reports, to promote standardization and support effective communication, informed decision-making, and successful project delivery.

  • Finalizes contract payments, implements quality control and quality assurance, and ensures project expenditures are controlled and maintainedwithin approved budgets.

  • Oversees, coordinates, provides guidance,and/or participatesin all stages of technology projects, including requirements gathering, design, development, testing, and deployment.

  • Independently investigates and prepares analysis and recommendations concerning issues of moderate complexity and assists the unit Manager, Senior Project Manager, Supervisors, or team leads to resolve more complex challenges.

  • Oversees and evaluates work of contractors andconsultants.

  • Leads, collaborates with, and coordinates efforts among Toronto Water staff, other City of Toronto divisions, consultants, contractors, vendors, and stakeholders, including managers, supervisors, engineers, specialists, IT professionals, and operational/maintenance staff.

  • Prepares estimates to assistin preparation of the capital and/or operational budget.

  • Develops various purchasing related artifacts including business cases, Request for Proposal (RFP), and Request for Quotation (RFQ) documents.

  • Evaluates proposals and/or bids and makes recommendations for award of contracts.

  • Assists with the preparation of Committee and Council reports, presentations, purchasingdocuments, contract plans, specifications, and estimates.

  • Supports the Senior Project Manager and other staff as needed by preparing and delivering presentations; participating in and facilitating meetings; and providing regular updates on the status of assigned tasks and projects.

  • Promotes effective teamwork and communication, upholds high standards of work quality and organizational performance, ensures thorough documentation, and fosters a culture of continuous learning and improvement.

  • Maintains up-to-date knowledge of project management techniques and methodologies, including emerging best practices, tools, and industry standards, to ensure effective project delivery and continuous improvement.

Key Qualifications:

  1. Post-secondary education in Project Management or related discipline or equivalent combination of education and experience.

  2. Considerable project management experience with successful development, execution, and delivery of medium to large scale projects across multiple sections, units, stakeholders and/or teams.

  3. Considerable experience applying interpersonal and teamwork skills with the ability to collaborate and work effectively with staff, contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.

  4. Ability to solve problems efficiently, manage multiple assignments and conflicting priorities, and foster constructive working relationships both internally and externally.

  5. Ability to communicate effectively both verbally and in writing at all organizational levels.

  6. Strong computer literacy and data organizational skills to ensure comprehensive project records are maintained and are easily accessible by City staff and target audiences.

  7. Project Management Professional (PMP) certification from the Project Management Institute (PMI) is an asset.

  8. A valid Province of Ontario Class “G” Driver’s Licence to travel to various work locations.

Must also have:

  • Considerable experience with Microsoft Office Suite applications includingWord, Excel, Outlook, PowerPoint, andProject.

  • Competency in other Microsoft Office Suite applications including Visio, SharePoint, and Lists.

  • Excellent analytical and critical thinking, problem-solving and conflict resolution skills with the ability to use good judgement when formulating decisions.

  • Well-developed customer service skills with ability to establish effective working relationships with all stakeholders, employees, sections, or outsideagencies.

  • Strong time management skills with the ability to effectively organize, prioritize, and execute tasks while meeting tight deadlines under pressure.
