Job Description
Transportation Services Asset Management Unit is seeking one Transportation Engineer to support the Senior Engineer of the Point Asset Management Team.
As a Transportation Engineer you will assist in asset management of transportation infrastructure point assets by establishing, maintaining and managing inventories and asset management systems and the development and coordination state of good repair maintenance and capital programs.

Major Responsibilities:
Specific responsibilities may include, but are not limited to, the following:
The Transportation Engineer candidate is also expected to plan, coordinate, review, and/or directly manage various asset management projects within an urban environment. This includes guiding and supporting project delivery through requests for proposals and best practices in contract administration, developing and reviewing technical policies and standards, coordinating with other municipal infrastructure and delivery teams, and communicating with internal and external stakeholders and the public.
Undertake strategic asset management (planning, processing and reporting for preventive maintenance/rehabilitation and optimization) of point infrastructure assets including bridges, culverts and open ditches, retaining walls, road embankments, guide rails and crash systems to ensure transportation infrastructure is safe, reliable, and cost-effective.
Identify, document and catalog assigned transportation assets.
Conduct regular inspections and condition assessments of assets to evaluate their performance, structural integrity, potential risks and improvement solutions.
Prioritize maintenance and capital repair tasks based on asset condition, criticality, risk exposure and other factors.
Develop the annual and multi-year state-of-good-repair programs, along with associated budgets for capital improvement projects and studies.
Lead and/or contribute to the coordination and conflict resolution of transportation capital projects within Transportation Services, as well as with other City agencies, boards, commissions, and divisions, and external stakeholders such as TRCA, MTO, utilities, and developers.
Provide asset data, improvement recommendations and funding confirmation to support maintenance and capital delivery teams in state-of-good-repair projects.
Prepare and review drawings, engineering studies, specifications, plans and cost estimates to support planning and delivery of transportation infrastructure development, rehabilitation and improvement projects.
Ensure asset management practices comply with national and provincial regulations, City policies and related local and provincial engineering design guidelines, standards and specifications.
Utilize GIS, Excel, Visio, asset management platforms, and capital project coordination tools to store data, map locations, assess needs, document processes, and track asset conditions, maintenance history, and future projects.
Contribute to and prepare asset management reports according to O.Reg 588/17 and prepare presentations for internal stakeholders, external government agencies, City Council and local communities to ensure transparency and accountability.
Continuously monitor the performance of transportation assets in terms of conditions, structural integrity and maintenance needs.
Use advanced technologies such as sensors, drones, LiDAR, CCTV and imaging to monitor the ongoing condition and deterioration of transportation assets.
Identify opportunities to optimize maintenance schedules, extend asset life, reduce costs, eliminate risks, and improve service levels.
Coordinate with internal stakeholders, external government agencies, contractors, engineers and the public to ensure smooth of execution of asset management services and capital projects.
Anticipate future transportation needs and ensure that infrastructure capacity and service levels align with traffic demand, population growth, and economic development.
Prepare Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders. Evaluate tendered bids, makes recommendations for award of contracts, and prepare change directives and payment certificates.
Manage assigned programs and projects, ensure effective teamwork, communication and high standards of work quality to advance the initiatives of the unit in a complex municipal environment.
Oversee and evaluate the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
Ensure work is undertaken in a manner that complies with and support City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
Liaise with and resolve conflicts with internal and external stakeholders, members of public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
Manage assigned programs and projects, ensure effective teamwork, communication and high standards of work quality to advance the initiatives of the unit in a complex municipal environment.
Key Qualifications:
Must be registered as a Professional Engineer (P. Eng) in good standing with Professional Engineers Ontario (PEO).
University degree in civil engineering, transportation engineering, municipal engineering or equivalent combination of education and experience.
Experience in transportation infrastructure asset management, including dataset development, needs assessment, maintenance and rehabilitation planning, coordination, cost estimation and budgeting.
Experience in the inspection, investigation, design and construction of bridges, culverts, retaining walls and guide rails
Experience in developing Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP and oversees such external consultant assignments and projects including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors.
Experience in delivering complex transportation engineering studies and projects with minimal direction while balancing stakeholder interests.
The candidate should also have:
Ability to participate in and operate as a fully accountable member of a multidisciplinary work team.
Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the public, elected officials, internal and external clients, and consultants.
Ability to communicate effectively both verbally and in writing at all organizational levels.
Highly developed personal, interpersonal and team skills with the ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers, the public and other internal and external clients and stakeholders.
Excellent analytical and problem-solving skills.
Experience with ArcGIS, QGIS, Adobe Creative Suites and/orVisio to analyze and present data, assess needs and document processes would be considered an asset.
Experience in applying the principles of engineering in addition to Municipal, Provincial and National standards, specifications and guidelines related to urban sustainable traffic, roads, bridges, road safety, retaining walls/slopes and streetscapes.
Knowledge of ISO 55000: Asset Management, Ontario Regulation. 588/17: Asset Management Planning for Municipal Infrastructure, Minimum Maintenance Standards for Municipal Highways, AODA, Ontario Highway Traffic Act, Ontario Traffic Manual, the Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act, Ontario Building Code, Canadian Highway Bridge Design Code and any other legislation related to the job summary.
Must possess and be able to maintain a valid Province of Ontario class "G" driver's licence and be eligible to qualify for a City driver's permit.
