Job Description - Pre-Apprentice Lineman/Cableman

We are currently seeking a talented individual for the position of Pre-Apprentice Lineman/Cableman. The successful candidates will beexpected to perform all the basic duties in connection with construction, operation and maintenance performed by personnel in the section to which they are assigned. This employee will be expected to move into the apprenticeship program in their respective craft at the time it is offered. This Pre-Apprentice period will not be less than one year.

Vacancies exist for the position of Pre-Apprentice in the Line Construction Department. Please see the attached job description and outline for technical skills test, practical, oral interview and additional bidding information.

Normal Minimum Requirements:

• High School Diploma or equivalent

• Must possesses a valid up-to-date driver license with the ability to obtain a Class A CDL

• Must possesses the ability to learn the required duties and the physical coordination necessary to use special tools and equipment associated with work area

• Must have construction or electrical experience

• Basic understanding of electrical transmission and distribution systems

• Basic understanding of electrical theory

• Ability to physically bend, stoop, lift and climb for extended periods of time

• Ability to work harmoniously with fellow workers and customers maintaining a positive attitude

• Ability to work overtime, holidays, weekends and inclement weather and rotating shifts.

• Ability to work in a manner that prevents injury

• Ability to effectively communicate both verbally and in writing

• Able to demonstrate mechanical aptitude and problem solving skills

Preparation guide for Lineman Journeymen Pre-Apprentice assessment testing

The purpose of this guide is to provide applicants with information to assist them with successfully completing the physical assessment testing for a Pre-Apprentice position at Tucson Electric Power. This document is a reference for applicants and is not all inclusive of TEP testing procedures.

Assessment Testing Overview

The assessment testing for the Pre-Apprentice Lineman Journeymen program is designed to evaluate the candidate’s ability to perform basic activities associated with the lineman craft. The assessment is comprised of a three-part test; technical exam, practical assessment, and behavioral interview.

Technical Exam

The technical exam is a multiple choice test that evaluates the applicant’s knowledge of the following categories:

  • Electrical Theory

  • Basic Electrical Circuits

  • Basic General Safety Rules

  • Arithmetic: Basic Algebra and Trigonometry

  • Application of Ohm’s Law

  • OSHA Regulations: Employee and employer responsibilitiesApplicants will be scheduled to take the exam at a designated location. Applicants will have a 2-hour time limit to complete the test and must score an 85% or higher to proceed to the physical assessment portion of the evaluation.

Physical Assessment

The physical assessment portion of the evaluation is designed to evaluate the applicant’s ability to perform basic tasks associated with line work. Applicants will be given specific directions and asked to perform physically and mentally challenging tasks. Some of the assessments activities may require unfamiliar, strenuous physical activity. Before beginning any assessment activity, you must bring to our attention a request for reasonable accommodation and/or related issue that may limit your ability to perform the activity. Examples of the types of tasks applicants will be required to perform are provided below:

Measurements

Applicants will be asked to select the proper measuring tool and provide measurements of a specified object. The applicant will be evaluated on their ability to follow directions and provide accurate measurements in accordance with the instructions.

Dexterity Testing

Applicants will be given instructions to assemble or disassemble a bracket containing various sizes nuts, bolts, and washers. Applicants will be evaluated on their ability to properly use hand tools and complete the task given a specified time restraint. Incorrect assembly, failure to follow directions, or inability to control hand tools may result in a test failure.

Heavy Lifting

Applicants will be given instructions to lift and transport a weighted bag to a designated location. The applicant will carefully set down the bag and then return the bag to the original position. Body positioning and proper lifting techniques are critical in this evaluation. Evaluators will be identifying the use of proper body mechanics and the ability to follow directions.

Brace and Bit

Applicants will be given instructions to use a brace and bit to drill holes into a free standing wood pole within a time limit. Evaluators will monitor body positioning, physical capabilities, ability to follow directions, and completion of the task.

Hand Saw

Applicants will be given instructions to saw a length of pole off of a fallen utility pole within a specified time limit. The applicant will be evaluated on their ability to follow directions, body positioning, proper use of tools, and work safety practices.

Hand Line Operations

Applicants will be given instructions to lift a weighted bag from the ground to a cross arm several times within a specified duration. The applicant must maintain control of the bag and hand line while performing this task. The applicant will be instructed to remain inside a designated area until the time has elapsed. A failure may result if the applicant losses control of the hand line or load, fails to follow directions, or is unable to complete the minimum number of repetitions.

Pole Climbing

Applicants will receive instructions on how to properly fit and use climbing equipment. Qualified Journeymen will demonstrate and instruct applicants on how to climb wood poles in a secured environment. Applicants will begin with a familiarization training period where they will be given instructions and have an opportunity to become familiar with pole climbing techniques. Applicants will then be instructed to climb a wood pole to an identified height. At that height, the applicant will call for a nose bag that will be raised on a hand line at the end of an 8’ cross arm. The applicant will remove the nosebag from the hand line, place it on the cross arm through bolt, and then when instructed, place the nosebag back on the hand line. The applicant will then descend the pole and the climbing portion of the assessment is complete. Evaluators will be observing the applicant’s ability to take instruction, their physical capabilities to perform the task, and their ability to follow direction and communicate with ground crews.

Safety and Personal Protective Equipment

While performing the physical assessments, applicants will be monitored to ensure safety at all times. TEP will provide personal protective equipment to include: leather gloves, hard hat, safety glasses, climbing equipment, and fall arrest equipment. Applicants are expected to report to the physical assessment with boots (must have a square cut heel with a minimum of ½ inch rise), a long sleeved shirt, and long pants (jeans).

Behavioral Interview

Applicants who successfully complete the physical assessment will participate in a behavioral interview. The applicant will be asked several questions from a panel of interviewers. Applicant will be evaluated on how the question is answered. Most of the questions are scenario based questions asking the applicant to describe how they would react to specific situations. Evaluators are observing the applicant’s ability to clearly communicate thoughts and reasoning. Interviewees will also have an opportunity to ask questions and/or provide any additional information relevant to their application.

Advancing From Pre-Apprentice into the Apprenticeship Program

• It is critical for applicants to understand that entering a Pre-Apprentice position is the preliminary stage for the Apprenticeship Program with TEP.

• Those selected and indentured must pass the first step test, with a score of 85% or greater, or they will be removed from the program.

• After the first step test after being indentured has been passed, only one 6-month test may be failed and retaken during the remainder of the apprenticeship program. A failure of the retest shall result in termination from the apprenticeship program.

• Advance standing can be granted based on a review of education and/or work experience. The Joint Apprenticeship Committee (JAC) will make this determination.

• Advancement will be based on skill not time in the position. Apprentices must complete 100% of the related training required in their program appendix.

• Each Apprentice is required to spend at least 90 percent of their available time for on-the-job learning during each 6-month step.

• Apprenticeship Programs have very strict guidelines and the expectation is for the applicant to understand and become familiar with the details of the position.

Pay Rate: $35.77/hour
