The Regional Clinical Pharmacist (RCP) supports the safe, effective, and compliant delivery of pharmacy services within Optum Infusion Pharmacy (OIP). The RCP is directly accountable for ensuring their pharmacies and pharmacists have implemented clinical best practices and programs by providing pharmacy training and oversight of the pharmacy quality assurance program and compliance through the Performance Improvement Program and branch audits. The RCP engages in interdisciplinary collaboration at the local, regional, and national levels to promote quality and efficiency in the delivery of patient care services. In this work, the RCP provides on-site evaluation of infusion pharmacy practice in the preparation and dispensing of prescribed therapy in accordance with organizational policies and processes, practice and accreditation standards, and applicable Federal and State Board of Pharmacy regulations.

The RCP works collaboratively with teams across the organization to provide:

  • Consultation, implementation planning, execution, and on-going monitoring of business priority projects

  • Consultation on operational aspects of routine and off-cycle policy and procedure changes

  • Consultation on operational aspects of planned educational activities

  • Implementation planning, execution, and on-going monitoring of policy and procedure changes and planned educational activities at Optum Infusion Services branches

This position will exercise considerable judgment in applying professional knowledge to navigate pharmacy and business issues related to sterile compounding, specialty pharmacy, and delivery of pharmaceutical services to patients. The position will be expected to create a positive, cohesive, regional work environment which includes strengthening clinical operations with other internal departments to support the common focus of the company’s core values.

Primary Responsibilities:

  • Provide clinical support and mentorship to DOPs in their execution of roles and responsibilities, auditing performance for appropriate: clinical documentation; policy & procedure compliance; response to audits/inspections; and management of unexpected branch issues/quality-related/adverse events

  • Supports DOP oversight of clean room suite (CRS) function, including facility operation in accordance with established parameters and timely root cause analysis (RCA), documentation, and remediation efforts to restore compliance as necessary

  • Tracks and trends CRS actionable air/surface sample results, facilitating review with Branch and Regional leadership and communication escalation in accordance with organizational policy

  • Tracks and trends CRS certification processes, including documentation by the DOP (checklist completion, report review, communication, and remediation plan development) to maintain a state of compliance

  • Supports DOP review of CRS smoke studies, ensuring RCA/remediation/documentation in accordance with organizational policy

  • Supports DOP-directed supervision of clean room personnel performance in accordance with organizational policy, regulations, and standards of practice

  • Supports DOP development and updating of the SPC environmental monitoring map in accordance with organizational policy

  • Ensures DOP/designee completion of required documentation in Simplifi 797 (or current system), including tracking of task completion and staff competency

  • Oversees DOP development of corrective action plans (CAPA) in response to findings identified via internal and external audits, including but not limited to Board of Pharmacy (BOP), National Association of Boards of Pharmacy (NABP), Food and Drug Administration (FDA), Centers for Medicare and Medicaid Services (CMS), and Internal Pharmacy Audit (IPA)

  • Supports DOP or designee response to drug, supply, and equipment recall in collaboration with the Supply Chain team

  • Collaborates with branch and regional leaders to ensure infusion pharmacy performance improvement meetings address all required aspects of the organization’s quality improvement program and are effective in identifying and remediating improvement opportunities

  • Provides responses to OIP Discussion Board questions in collaboration with nursing and nutrition team members

  • Collaborates with VP of Clinical Pharmacy in engagement with external vendor partners (e.g., certification vendors, Wolters Kluwer, CRS equipment/supply vendors)

  • Collaborates with shared services partners from Licensing, Accreditation, Regulatory, Compliance, Pharmacy Practice and Quality in the oversight and support of infusion pharmacy performance

  • May participate in Products and Services Committee meetings and/or initiatives, including support of product shortage remediation, review of current/new products, coordination of product evaluations, and presentation of results

  • May participate in OIS Forms Committee to conduct annual review, revision, or development of forms as required to meet clinical and business needs

  • Supports development and maintenance of organizational policies, procedures, and resources in partnership with Clinical Services to ensure organizational compliance with all applicable standards, regulations, and accreditation requirements

  • Supports identification of learning needs, development of content creation, and evaluation of training program effectiveness in collaboration with the Pharmacy Training Team

  • Participates in content development and delivery for the Monthly Pharmacy Call in collaboration with Clinical Services

  • Assists with project implementations (e.g., replacement of electronic medical record [EMR] system; implementation of new technology such as Dose Edge, etc.), supporting engagement with field-level subject matter experts (SMEs) to ensure regional representation in organization initiatives

Required Qualifications:

  • BS Pharmacy or PharmD degree

  • Active and unencumbered pharmacist license in good standing in the state of residence

  • Willing and able to obtain additional state licensures, if needed

  • 3+ years of Home Infusion and/or Sterile Compounding experience

  • 1+ years of management experience within a healthcare environment, non-retail

  • Demonstrated experience working with a cross-functional team of internal and external professionals and customers such as project managers, dietitians, pharmacists and pharmacy technicians, nurses, sales representatives, branch and regional managers, departmental leaders, senior leaders, patients, families, and caregivers

  • Demonstrated experience developing and presenting to groups and leaders, using exceptional communication skills/professional presence with ability to lead and drive change on a national scale

  • Experience working in Microsoft Office tools and programs including Word, Excel and PowerPoint

  • Demonstrated knowledge and application of USP (797) and (800) standards

  • Proven exceptional communication skills/professional presence with ability to lead and drive change

  • Proven operational performance management including use of metrics to measure performance

  • Ability to travel as required, approximately 50%

Preferred Qualifications:

  • Doctor of Pharmacy degree

  • Advanced Pharmacy Training, such as PGY-1 Residency, PGY-2 Residency and/or a Pharmacy Fellowship

  • Demonstrated expertise or Board Certification in one or more areas of pharmacy practice

  • 3+ years of direct, hands-on Pharmacist experience

  • 1+ years experience managing geographically dispersed groups

  • Experience with FDA site inspection and successful remediation

  • Experience with clean room design, equipment, monitoring and maintenance

  • Experience in reviewing and writing policies and procedures

  • Accreditation/Regulatory experience: knowledge of standards to meet and maintain accreditation requirements (TJC, ACHC, URAC, FDA, State Boards of Pharmacy)
