JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Environmental Health and Safety Department within the Office of Physical Plant is excited to announce that applications are now being accepted for a Nuclear Licensing Specialist.

This specialized position is dedicated to the oversight, execution, and support of efforts related to regulatory engagement and licensing of the FRONTIER project under the PIMA Nuclear Alliance initiative. The FRONTIER project aims to Forge a Renaissance of Nuclear Through Innovation Entrepreneurship and Research (FRONTIER) and focuses on research applications of micronuclear reactors. The Post-Industrial Midwest and Appalachia (PIMA) Alliance will provide Penn State with a potential $130M research funding over multiple years entailing management of multiple alliance member subawardees.

The Nuclear Licensing Specialist position will report to the Manager of Radiation Protection/Radiation Safety Officer, and – with support from the FRONTIER project manager, the FRONTIER project team, and others in the Office of Physical Plant - fulfills a wide-range of duties related to regulatory engagement and licensing for the FRONTIER project. These activities, along with other project efforts, will enable Penn State to position the University as well as the FRONTIER project, to be one of the leading potential micronuclear reactor University projects in the country.

Job Duties and Responsibilities:

The successful candidate will be an individual with excellent organization and communication skills, capable of working independently and as part of a multidisciplinary team. Key responsibilities include, but are not limited to:

  • Working closely with licensing professionals in project stakeholder organizations (both within Penn State University and external to Penn State) to lead the University’s regulatory engagement on the FRONTIER project.

  • Supporting planned project(s) with the United States Nuclear Regulatory Commission on the Penn State University FRONTIER effort, including through planning, attending, and following-up on a variety of meetings with regulators.

  • Facilitating and supporting document exchanges, replies, and submissions to the regulator from within Penn State University (including RAIs, white papers, Owner Acceptance Reviews, etc.).

  • Assisting with licensing aspects of PSU project management, including by helping to estimate, schedule, and plan efforts to develop and submit key licensing documents (such as a PSAR, FSAR, COLA, etc., as applicable).

  • Monitoring and reviewing Regulatory documents related to microreactors, research reactors, and other related technologies and projects, and advise University stakeholders and leadership on key insights and trends.

  • Assisting with the continued development of a positive community interface for the FRONTIER project.

  • Assisting with regulatory communications for a departmental response to incidents or emergencies that involve one or more hazards and require regulator notification, when necessary.

  • Participating on the EHS team and providing support to further the departmental mission.

    This is a limited-term appointment funded for two years from the date of hire, with possibility of renewal.

Qualifications:

Minimally requires a Bachelor's degree and 6 years of experience, or an equivalent combination of education and experience.

The ideal candidate will possess the following qualifications:

  • A bachelor’s degree in a science, engineering, or related field, with a degree in nuclear engineering, radiological science, or health physics preferred

  • 4-7 years of experience in a technical field, with 8-10+ years of experience preferred

  • At least 2-3 years of experience in nuclear or radiological licensing, with experience licensing facilities under the US NRC and 10 CFR Part 50 or 52 preferred

  • Excellent communication skills

  • Strong organizational abilities and attention to detail

  • Strong teamwork skills

  • Demonstrated project management skills, with experience involving activities that are part of a large, integrated project structure

  • Ability to communicate and author technical content for regulatory purposes

  • Ability to interface with various regulators on a wide range of topics

    This is a full-time position. With this position there is an opportunity for a hybrid work arrangement, combining remote work alongside attendance at United States Nuclear Regulatory Commission and University meetings/workshops.

    Background check and investigation:

    This position requires that, within 6 months of hire, the successful candidate must obtain a personal status of being determined as trustworthy and reliable by a Reviewing Office in accordance with Nuclear Regulatory Commission requirements. Such a determination follows a required background check and investigation.

The salary range for this position, including all possible grades is:

$86,300.00 - $129,500.00
