Division of Public Safety

The mission of the Real-Time Information Center (RTIC) will centralize a broad range of current and evolving technologies, coordinate sworn and/or nonsworn human resources, and direct the attention of both to high-crime areas, active crimes in progress, large-scale public events that may require law enforcement presence or response, and/or high-profile or highly recidivistic offenders in the community. The function of this position is to provide real-time monitoring of information sources for law enforcement purposes. These information sources may be law enforcement sensitive information, open-source information and closed-source sensitive information. The individual will need to interpret, prioritize, and disseminate various pieces of valuable information in both static and ongoing situations. The individual will need to recognize trends and patterns of a public safety concern and will be able to make rational conclusions based on the observed information.

Duties & Responsibilities:

• Observes, detects, and appropriately reports to METCAD and responding officers\' elements of crime that are observed through security cameras. Recognizes suspicious behaviors and circumstances appearing on live feeds and records date, time and camera location or digitally record those activities when appropriate. Simultaneously listens to public safety radio transmissions, monitors calls for service on CAD (Computer Aided Dispatch) screens, views security cameras for the purpose of anticipating and investigating emerging and evolving events; not for the purpose of responding to callers or officers. Conducts follow-up investigations as assigned.
• Prepares reports (including police reports) that are clear, concise, timely and accurate. Prepare recommendations for stakeholders of all levels at the University.
• Creates and manages spreadsheets and other analytical tools as needed. Maintaining proficiency in the use of analytical tools, techniques and methodologies. Staying abreast of emerging technologies and trends in crime analysis and public safety.
• Conducts open source and restricted queries using specialized criminal justice intelligence-based databases. Provides intelligence sharing and investigative assistance to patrol, investigations and other public safety personnel in real-time. Prepares or develops reports based on data for patrol officers and/or detectives.
• Assists in the development and implementation of strategies, protocols, and procedures to enhance the effectiveness and efficiency of the RTIC operations. Participate in training exercises, drills, and simulations to test and improve the responsiveness and capabilities of the RTIC.
• Uses available access control systems to provide additional investigative information. Use same systems to deny or provide access to individuals or groups during emergency situations when necessary. Acts as an investigative resource for the Detective Bureau and Patrol Divisions.
• Communicates effectively, both verbally and in writing, facts and circumstances of importance during and immediately following a police response to crime, often during dynamic and stressful conditions. Demonstrates strong attention to detail in locating addresses, nearby security cameras, and associated call-related data during a call for service.
• Collaborates with businesses, homeowner associations, and other private partners to share security footage and other resources into the RTIC.
• Attends and actively participates in professional group meetings. Maintains awareness of new trends, skills, legal and other developments in real time crime information.
• Liaisons with local law enforcement agencies in furtherance of joint crime prevention, including integrative reporting of events and occurrences from surrounding jurisdictions impacting on crime prevention efforts locally. Provides video monitoring of activities during special events and large gatherings. Testifies in court and student discipline hearings.
• Applies Criminal Justice and legal protocols, follows all agency policies and exercises technical expertise in the capture, preparation, and storage of data and security videos. Interpret and explain relevant University and Departmental policies and procedures as they apply to crime analysis, law enforcement operations and intelligence networks and databases.

Required Qualifications:

• Bachelor\'s degree in Criminal Justice, Criminology, Computer Science, Data Analytics, or a related field or comparable experience.
• Minimum of 2 years of experience in law enforcement, intelligence analysis, or a related field, with demonstrated proficiency in data analysis and interpretation.
