Job Summary
Serves as a resource for MHC staff on college/campus policies and procedures as they relate to Human Resources and is responsible for administrative duties that require direct contact with staff, unit managers, Illinois Human Resources (IHR), and University Payroll and Benefits Office (UPB).
Duties and Responsibilities
HR Transaction Coordination, Payroll, Record Management & Daily Oversight
Provide functional daily oversight and act as lead human resource professional at MHC.
Functions as a consultant to various employee/staff within MHC, reviewing and providing guidance and/or problem resolution for highly sensitive and unique human resource-related matters.
Handle corrective measures for appointment processing, HRFE changes, pay adjustments, overpayments, benefit payouts and earnings transfers. Co-monitor appointment information and processes, along with HRA, in JDXpert, Cornerstone and HRFE.
Identify the need for pay adjustments/corrections and process accordingly. Process and review standard and complex appointment and payroll related transactions using various systems (Kronos, HR Front End,
Banner, NESSIE, Nessie New Hire, etc.).
Process, monitor and review the I-9 Employment Eligibility in Tracker I9 for new hires and re-verifications for employees, ensuring adherence to campus and federal policies/regulations.
Establish and maintain centralized personnel electronic and paper format HR related files, which may contain confidential employee materials. Manages and maintains files to ensure they are in compliance with federal and state law as well as campus guidelines.
Manage the MHC\'s vacation and sick leave (AVSL/Kronos) portal and provide training and guidance in its use.
Overseeing and assisting with provider credentialing.
Ensure compliance of Ethics, Title IX, and ANCRA trainings and Statement of Economic Interests, Report of Non-University activities.
Participate in Student Affairs HR Counsel as a vital member of the team; attend McKinley\'s weekly Leadership Group meeting as the lead HR member for the unit.
Employment Processes (Hiring, onboarding, separating and retention)
- Perform as the primary HR resource contact for all MHC staff (students, extra help, CS, AP, and Retire Rehires) providing end-to-end assistance for newly hired employees, current employees and separating employees, for all areas of personnel and HR.
- Coordinate all search related hiring activity by preparing and ubmitting hiring workflows in JDXpert and Cornerstone as appropriate; work closely with the Office of Access and Equity (OAE) with respect to affirmative action plans and equal employment opportunity practices; advise the departments on best practices for searches; final documents are prepared and sent to IHR for Board of Trustees approval, as needed.
- Coordinate and track the hiring process for assigned units, including new hire requests, fill vacancies, submit background check requests, request reclassifications, process appointment changes, request mid-year increases, and process retention offers.
- Conduct the onboarding process for all new hires including Offer Letter, BGC, SMC, completing the Form I-9 in Tracker and assisting employees with new hire forms.
- Manage Notice of Non-reappointment processing with assistance from the Assoc Dir of Budget, HR & HIMS.
- Oversee job classification and analysis; identify out-of-scope duties and recommend changes to unit supervisors. Provide guidance and assist with format and wording of job descriptions to describe duties accurately and succinctly. Advise on appropriate titles as needed.
- Work in-conjunction with of the Associate Director of Finance on any salary changes, justifications, stipends and increments.
