Description

The Senior Behavioral Health Manager (Forensic Psychologist) position oversees and/or directs day-to-day forensic operations as they relate to both adults and youth who meet criteria for specialty mental health services. This includes treatment and services rendered under the authority of both civil and criminal commitments or agreements. These civil commitments include Lanterman-Petris-Short (LPS) conservatorship and agreements reached via Assisted Outpatient Treatment and CARE. The criminal commitments, including both pre- (i.e., mental health diversion and incompetent to stand trial) and post-adjudication programs (i.e., mental health court).

The Senior Behavioral Health Manager also acts as VCBH’s liaison to contracted providers delivering treatment and services at the higher end of the continuum of care (e.g., lock/unlocked mental health rehabilitation centers, crisis residential treatment, AB109, etc.). Additionally, the Senior Behavioral Health Manager works closely with their supervisor in supporting and extending VCBH’s collaboration with the Superior Court, the offices of the District Attorney, Public Defender, Probation, Sheriff, and other local law enforcement agencies.

The ideal candidate will have extensive experience offering guidance and support in policy development, making key clinical and administrative decisions, and ensuring that operations align with strategic goals and regulatory requirements in a supervisory capacity within a mental health care environment or department.

Under general direction, provides senior management of a major program operation and/or services within the Health Care Agency's Behavioral Health Department.

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

DEPARTMENT/AGENCY: Health Care Agency - Ventura County Behavioral Health (VCBH)

Senior Behavioral Health Manager is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

Duties may include but are not limited to the following:

  • Plans, organizes, and supervises forensics staff to achieve agency and department goals;

  • Provides critical analysis and decision-making for forensics operations;

  • Establishes and monitors policies, procedures, and performance outcomes;

  • Develops and oversees new initiatives and programs to enhance revenue and service delivery;

  • Supports strategic service transformation in line with the Department Strategic Plan;

  • Ensures interagency collaboration and oversight of contracted forensic services;

  • Compiles, analyzes, and reports on financial and statistical data to improve operations;

  • Assists with special or complex client cases; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Extensive leadership, program operation and management experience, which has led to the acquisition of the required knowledge, skills and abilities.

The required knowledge, skills, and abilities may also be obtained by:

  • Possession of a PhD or PsyD degree from an American Psychological Association (APA) approved program with specialization in clinical, child clinical, counseling, or education psychology AND

  • Completion of a university approved internship in clinical psychology equivalent to one full year of supervised training of at least 1800 hours (the internship must be in addition to practical work associated with specific academic courses). In lieu of the completion of an APA approved program, membership in the National Register of Health Service Providers in Psychology will suffice AND

  • Two (2) years of postdoctoral, post-internship experience involving assessment and treatment and either training, research, consultation or program planning in mental health services, law enforcement or corrections.

NECESSARY SPECIAL REQUIREMENTS

  • Four (4) years of experience working in a forensic setting (e.g., prison/jail, conditional release program, etc.) providing treatment and services for adults with seriously mentally illness and/or youth with seriously emotionally disturbed.

  • Five (5) years of supervision or management experience in a mental health care environment or department.

  • Must possess and maintain a valid California License as a Clinical Psychologist

  • Must possess and maintain a California driver license as a condition of continued employment.

KNOWLEDGE, SKILLS and ABILITIES:

Thorough knowledge of:

  • The intersection between legal proceedings, court orders, and behavioral health assessments, treatment, and case management

  • Behavioral health clinical policies, strategic planning, management, and supervision

  • Budget preparation, analysis, organizational development, and staffing

  • Office automation, contract negotiation, fund development, and marketing

  • Public relations and promoting client services

Ability to:

  • Analyze, develop, and evaluate service delivery systems

  • Plan, organize, and supervise staff to achieve agency goals

  • Maintain collaborative relationships with staff, community members, and other agencies

  • Develop and present training programs and prepare reports and recommendations

  • Utilize computing hardware and software effectively

  • Maintain medical record standards and provide positive leadership

  • Develop community resources and manage within budget constraints

  • Respond effectively to crises and handle difficult individuals

  • Evaluate safety and risk factors for staff and clients

  • Communicate effectively, both orally and in writing to diverse audiences

ORAL EXAM – 100%: A job-related oral exam may be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: The selection process may consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. If the T&E replaces the oral exam candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
