TITLE: Engineer - Energy Control System We offer AWESOME BENEFITS + SIGN ON BONUS + RELOCATION LOCATION: NY - Vestal - Binghamton ECCWork-Type : OFFICESALARY RANGE: The base salary for this position is dependent upon experience and location ranging from $78091 to $97614Job SummaryProvides support for the AVANGRID Energy Control Systems used to operate electric transmission and distribution systems (EMS/SCADA/ADMS/ OMS & Back office based platforms).Key ResponsibilitiesDefines and maintains supervisory control and data acquisition (SCADA) databases and definitions, maintains telemetry data and evaluates and maintains accurate information in the EMSSupport the specification, design, testing and development of the EMS system to ensure that changing functional requirements are metDesign enhancements to the ECS systems to improve the user interfacesCoordinate the safe and orderly commissioning of new and redesigned intelligent electronic devices and instrumentation as well as other systems and components in substations and other interconnecting facilities.Monitors and ensures that systems and components are designed, installed, tested, operated and maintained according to operational requirements and standards for safety and reliabilityDocuments commissioning procedures, provides operational assistance and troubleshootingAnalyzes key power system data to ensure that the bulk electric system can operate in a safe, reliable and coordinated manner in accordance with ISO/RTO operating principles and standards.Works within the Control Center environment and supports Cyber Security requirements for Control Center operations. Maintains and creates documentation for supported platforms and systems to meet all regulatory requirements/ standards.Required QualificationsEducation and Experience Requirements: Meet at least one of the following:5-10+ years of technically related experienceApplied Science degree (Engineering preferred)7+ years of technical experienceBS Degree with 5+ years of technical experienceGeneral Knowledge & Skills:Knowledge of Electrical Theory and understanding of the Electric Transmission and Distribution, T&D Power flow, short circuit analysisExperience with configuring, commissioning and testing Remote Terminal Units (RTUs)Field testing methodology, develop testing plansAbility to interpret engineering documentation: Control System Architecture drawings, P&IDs, electric control/loop diagrams and other engineering specifications.Understanding of relevant Compliance Regulations and Policies. (NERC-CIP, Etc.)Working understanding of the NERC-CIP ECS requirements.Understanding and knowledge of Databases (Microsoft SQL, Oracle, Etc.)How to query, configure and editUnderstanding Networking, security, computer hardware, software applications and data communication equipment.Network diagrams, firewall rules, ports and servicesThe ability to demonstrate good communication skills both written and orally.Experience to make sound decisions will working in a high pressure environment outside normal working hours.Working in storm or other emergency conditions for 24x7x365 system supportAble to work independently and contribute proactively to drive resultsWorking knowledge of PHMSA Control Room Management requirementsKnowledge in Gas Measurement fundamentals.Ability to create a script or a small compiled applicationKey Technical Working skills:Computer Operating System Administration and Support (EX: Linux, Windows)ECS NERC-CIP Compliance Support (EX:CIP-005, 007, 009, 010, 011)ECS Support for Multiple Environments (Databases EX: AQL, SQL, Oracle; ECS Specific Applications EX: ABB Network Manager, GE X21, Siemens Spectrum, AVEVA OASyS DNA; Specialty Control System Applications EX; Access Administration EX: LDAP, Kerberos, Active Directory; Protocols EX: ICCP, DNP, RS485, TCP/IP, Modbus; Environment Navigation EX: RDP, PuTTy, FTP, VNC; Specialty Calculation Programming EX: Matlab, ABB Calc)Substation and Field Engineering and Support (Programming of RTUs/ Data Concentrators in the Substation or at Customer facilities EX: NTU Explorer, SMP, SMP Manager ;Programming of Human to Machine Interfaces EX: Wonderware)Operations Support (EX: 24x7x365 support of ECS)Technical Documentation(EX: Operational Procedures Maintenance for ISO and TO)ECS Historian Applications Support (EX: UDW PI Interface for multiple environments, Application Server PI Interface, ORA-DB)Computer language programing (EX: Java, C, .Net, Perl, Python, VBscript, Java Script, KSH, BSH, SqlPlus, HTA, HTML) and development environment (EX: Netbeans, Visual Studio)Gas SCADA RTU configuration.
