V2X Postal Clerk Lead in Kuwait
Overview
This position is physically located in Kuwait in support of LOGCAP
Under Postal Supervisor's supervision; p rovides postal support in the Joint Military Mail Terminal (JMMT) or areas of an Army Post Office (APO) Parcel Inspection, Postal Finance, Unit Mail delivery, Customer Service, receipt, process, and dispatch bulk volume of mail or individual pieces totaling approximately over two million kilograms for joint U.S.military and foreign coalition forces, DOD civilian and contractors.
Responsibilities
This position description is subject to change at any time as needed to meet the requirements of the program or company.
Safeguard all mail.
Loads/unloads mail trucks. Process all Pro-grade and Retro-grade mail at APO’s and JMMT. Verify mail pieces on incoming mail manifest. Prepare outgoing mail manifest.
Separate accountable mail from ordinary mail.
If x-ray machine is available, feed and retrieve to/from X-Ray machine randomly selected mailbags and parcels, and suspicious mail for incendiary explosive devices and other prohibited items, notify supervisor.
Open mailbags and letter trays, and sort mail by authorized APOs or assigned units.
Process all mail (I.e. Barcoded, Insured, Certified) using required postal form.
Conduct Unit Mail Call at prescribed time and provide the necessary assistance to Unit Mail Clerks.
Deliver mail (I.e. Barcoded, Insured, Certified and Registered mail) to unit mail clerks or recipients. Likewise, receive, process and riderct "Missent" for forwarding to correct destination.
Rewrap, reseal, repair and endorse mail "Received in Damaged Condition".
Perform Directory Service function; forward mail to appropriate destinations using the Standard Pouching and Routing Instructions (SPRINT) and Consolidated Air Massing and Labeling Scheme (CAMALS).
Perform Postal Supply functions, manage stocks, conduct inventory, and order/receive supplies for assigned postal facility.
Retrieve mail from USPS mail drop-boxes located base installation and prepare mail for dispatch.
Receipt outgoing official mail from the base installation official mail section.
Learn and operate Postal Finance equipment (i.e. Retail Software System (RSS) and Pitney Bowes).
Provide customer services to authorized patrons; advise patrons of available postal services.
Perform Parcel Inspection functions; inspect patron’s mail for Non-mailable items prescribed by Military Postal prior entering the postal system.
Prepare outgoing mailbags and OSPs for dispatch.
Ensure EDL/slide label is date stamped and appropriate gateway fly tag is attached on OSP and mailbag. Record weight of all outgoing mail on the outgoing mail manifest worksheet.
Prepare required mail manifest to dispatch the mail to the APO camps, JMMT, or Mail Control Activity (MCA). Record total volume and weight on mail dispatch log daily.
Secure mail truck staged overnight using a lock and seal; record the seal number to ensure mail will not be compromised.
Prepare and load outgoing mail on aircraft pallets and mail truck. Prepare required mail manifest for dispatch.
Maintain high security of assigned postal facility at all times; escort unauthorized personnel requiring access within the facility.
Performs additional duties approved and required by the company (I.e. Safety Representative, Fire Warden, etc.)
Performs general housekeeping and custodial services in the JMMT or APOs.
Performs other related tasks as directed.
Qualifications
Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education; if degree is required
Must be a U.S. Citizen
Must be able to obtain and maintain valid Secret Clearance
A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License
High school diploma or equivalent required.
Experience:
Military postal (school or on-the-job training), USPS training, commercial cargo shipping, parcel handling/warehousing, and/or mail room distribution training are preferred.
Skills:
Ability to read, write, and speak English
Excellent written and verbal communication skills; ability to communicate effectively and tactfully with individuals at all levels within and outside of the company

Working Conditions:
Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
Includes some industrial production environment conditions as well.
Physical Requirements:
Ability to lift up to 70 lbs.
Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
Must comply with all Fire and Safety Regulations and post policies.
