Job Description:
CDM Smith’s International Development Group is now accepting applications for the position of Senior Environmental Specialist for a $12M roads-related construction supervision consultancy in Pakistan. The Khyber Pakhtunkhwa Rural Roads Development Project (KP-RRDP), funded by a loan from the Asian Development Bank, aims to enhance connectivity, economic development, and tourism in the Khyber Pakhtunkhwa province of Pakistan.
The project focuses on rehabilitating flood-affected roads, rural access roads, tourism roads, and bridges, with the goal of improving accessibility, connectivity, and socioeconomic development. The project also aims to enhance resilience to natural disasters and leverage the region's tourism potential, ultimately improving the quality of life for residents and unlocking new socio-economic opportunities.
The Senior Environmental Specialist is expected to be engaged for 6 person months out of the 48-month total duration of the project. The selected candidate should expect to be based in KPK Province, near to the project office, for their intermittent inputs.
National (Pakistani) Candidates who have international project experience (work outside of Pakistan) are encouraged to apply.
Responsibilities:
The Senior Environmental Specialist will be responsible for assisting ADB Pakistan’s Transport Team, Executing Agency and Implementing Agency in preparing and reviewing relevant environmental documentation as per the requirement of ADB’s SPS 2009.They will make frequent visits to project sites in the Khyber Pakhtunkhwa Province where construction supervision of roads are underway.
Responsibilities of the Environmental Specialist will include, but not be limited to, the following:
Assist the Executing and/or Implementing Agency in preparing an Initial Environmental Examination (IEE) report that meets ADB’s SPS 2009 requirements.
Conduct monitoring at each subproject site where works are being conducted and ensure that the Environmental Management Plan (EMP) is implemented in its true letter and spirit and document the monitoring findings and submit to the PIU/ADB for review.
Maintain close liaison with the ADB, Government of the Khyber Pakhtunkhwa, Construction Supervision Consultant with respect to implementation of Initial Environmental Examination / Environmental Impact Assessment (IEE/EIA) requirements and compliance to Khyber Pakhtunkhwa Environmental Protection Agency (EPA) No Objection Certificates (NOCs).
Monitor environmental safeguards compliance including review/preparation of environmental monitoring reports for submission to the Bank and disclosure at EA’s website.
Oversee the implementation of the mitigating measures identified in the respective EMPs of the subprojects and implemented by project contractors as part of an environmental monitoring report to be delivered to the ADB for review and approval.
Ensure the Grievance Redress Mechanism (GRM) prepared as a part of the EIA(s)/IEE(s) is implemented in its entirety and is fully functional and any grievances are efficiently and effectively addressed and resolved.
Support CSC towards developing EMP implementation mechanism and ensure that the Contractors are executing the activities in compliance to EIA/IEE/EMP requirements.
Coordinate and facilitate third-party environmental audits of Category A sub-projects which relate to construction of landfill sites.
Conduct consultations with stakeholders including project affected persons to obtain their views on implementation of environmental safeguards and mitigation measures.

Minimum Qualifications:
Bachelor’s degree in environmental science, environmental engineering, civil engineering or relevant disciplines
12 years’ experience as Environment Specialist supervising and monitoring environmental management plans on donor financed road projects, with at least five years of experience serving as an environmental specialist on ADB and/or World Bank-funded projects
Well-versed knowledge of ADB's Safeguard Policy Statement (2009).
Preferred Qualifications:
Master’s in environmental sciences / engineering or equivalent strongly preferred
Previous experience in Khyber Pakhtunkhwa (KPK) Province
