Supervises a staff that includes professional economists, operations research analysts, data scientist, mathematical statisticians, and other professional research staff who are responsible for planning, coordinating, directing, and conducting research projects and studies of great importance and significance. The incumbent performs a full range of first-level supervisory responsibilities. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. The assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates and makes recommendations for outstanding performance recognition or disciplinary action. Gives advice, counsel, and instruction to subordinates on both work and administrative matters. Interviews candidates for positions in the organization. Recommends appointments, promotions, and reassignments to such positions. Hears and resolves complaints from subordinates, referring group grievances and more serious unresolved complaints to a higherlevel supervisor. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of subordinates; provides or arranges for needed development and training. Initiates ways to increase the quality of work directed. Finds and implements ways to improve business practices. Develops or participates in developing performance standards for subordinates. Approves and disapproves leave and recommends action in unusual cases. Exercises significant responsibilities in dealing with officials of other organizations and in advising management officials of higher rank. Initiates, and conducts quantitative and qualitative studies, and analysis of operations using conventional and contemporary anaytical techniques to resolve unique or systemic problems that have major impact upon the Service. Develops analysis action plans by defining scope of problem, choosing appropriate metrics and analytic techniques, validating modeling assumptions, and data gathering, preparation, and modeling. Develops trends data to identify problems and policy issues designed to increase knowledge in specific areas and predict effects of alternative actions. Evaluates studies on the effectiveness and efficiency of program operations, policies, and systems. Contributes to the development and promulgation of new policies or procedures impacting broad sectors and/or recommendations for adjusting program and resources, and it provides insight about the probable effects of alternative solutions to research problems. The incumbent's analyses and recommendations have a direct impact on influencing RAAS policies, and practices which enhances the overall utilization of RAAS resources. Analyzes new or proposed legislation, regulations, or other authoritative guidance to determine impact on RAAS program operations. Identifies and analyzes critical problems and issues, the timing and sequence of key program events and milestones. Anticipates any adverse impact on budget and/or work plans. Develops innovative solutions, documents findings and conclusions, and makes presentations. Provides decision makers with sound, scientific, and quantitative information as a basis for making decisions and provides a summary of analysis to be presented to senior leadership. Prepares written narrative and/or briefing materials explaining the methodology used and supports recommendations derived from the analyses. Written material concerning proposals and recommendations may be presented to high-level management and used by the highest levels of IRS management in discussions with Treasury, OMB, and GAO. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours must have been in calculus. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
