Federal Aviation Administration Supervisory Program Analyst in United States

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as a Supervisory Program Analyst in the Business Operations Support Branch (AXH-410). Responsibilities Serves as a Branch Manager with overall authority for the development and implementation of mission support and business operations workflows, solutions, and systems for the Office of Hazardous Materials Safety (AXH). Assigns and manages varying levels of complex administrative assignments for the branch which is under the Program Administration Division (AXH-400). Serves as a recognized subject-matter expert, both internally and externally to AXH in administrative support and project management. Offers leadership and expert advice for highly complex and challenging activities. Provides workforce resources, travel, management information systems, contract administration, management analysis, and procurement support to managers and employees within the AXH. Applies experience and advanced knowledge of financial and resource management applicable to the assigned programs. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impacts the accomplishment of strategic objectives. Establishes and maintains collaborative relationships with other ASH programs and FAA organizations, as necessary. As a front-line manager, assigns and manages varying levels of complex business and mission support-related assignments to subordinate employees at the organizational unit level. Supervisory duties include, but are not limited to, communicates the organization's vision and objectives, sets priorities, assigns tasks and responsibilities, monitors and evaluates performance, coaches and develops employee capabilities, recommends and/or approves personnel actions such as promotions, reassignments, etc., approves leave, and takes appropriate corrective/disciplinary action, when necessary. Mentors, provides advice, counsel, and instruction on work and administrative matters for subordinates. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish project/program objectives. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Applies advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Applies experience with and knowledge of the following functions in consonance with AHR policy and ASH implementing guidance: time and attendance (T&A), labor distribution reporting (LDR), Alternate Work Schedule (AWS), Telework, Permanent Change of Station (PCS) moves, performance management, records management, travel, and awards and recognition. Identifies and resolves issues related to workflow, efficiency, and effectiveness of AXH’s administrative processes. Conducts internal reviews of administrative effectiveness and productivity and provides input to formalized standardized procedures. Keeps the Division Manager informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Resolves all but unique problems independently, and consults with the Division Manager when necessary and/or when existing guidelines are not available or applicable to unusual or complex situations. May develop new policies, procedures, and approaches taking into consideration FAA policies and guidance, government-wide rules and regulations, and industry standards. Develops innovative approaches to attain organizational objectives and optimize resource utilization. Work performance is reviewed by the Division Manager through status reports and organizational performance measures to ensure timeliness, policy compliance, and alignment with project and program objectives. Qualifications To qualify at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: Managing major project assignments/programs while applying a wide range of analytical and evaluative methods and techniques. Applying laws, policies, regulations, or other standards and precedents applicable to the program or operation. Providing support related to travel, management information systems, contract administration, and procurement. Analyzing budgetary, financial, and/or accounting data in an organization. Identifying and resolving complex issues related to workflow, efficiency, and effectiveness of an administrative process/program.
