Department Of Energy Safety and Occupational Health Manager in Warrenville, Illinois

Summary This position is part of the Department of Energy, Office of Science-Fermi Site Office. As a Safety and Occupational Health Manager, you will be responsible for oversight of assigned facilities and activities, as well as supporting site office personnel and subject matter experts for construction activities and experimental facilities. Responsibilities As a Safety and Occupational Health Manager, you will: Serve as a technical advisor in the field of safety and occupational health as it relates to the regulatory implications of worker safety and health programs. Provide advice/direction to personnel engaged in conducting safety and occupational health investigations relating to facilities and activities. Promote knowledge management activities by identifying or implementing enhancement methods for safety and occupational health programs and procedures. Remain up-to-date on developments within the safety and occupational health field, and recommend appropriate modifications to safety programs and practices. Ensure the latest safety and occupational health management concepts, principles, and techniques are incorporated into all aspects of safety programs, including the Construction Safety Program and the Radiation Protection Program. Requirements Conditions of Employment Qualifications Applicants must meet the Specialized Experience listed below as well as the following Individual Occupational Requirement (IOR): IOR Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. GS-13 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 following: Participating in Environment, Safety, and Health (ES&H) Program assessments with a focus on construction safety and radiation protection programs. Utilizing Occupational Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Fire Protection Association (NFPA), American Conference of Governmental Industrial Hygienists (ACGIH), American Society of Mechanical Engineers (ASME), or other agency/professional organization regulations, policies, or procedures to evaluate worker safety and health program requirements are being implemented effectively. Recommending corrective action based on the evaluation of technical safety and health reviews or investigations. GS-14 - SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 following: Overseeing Environment, Safety, and Health (ES&H) Program assessments that focus on construction safety and radiation protection programs. Formulating policy, guidance, or plans for adhering to provisions of Public Law, Executive Orders, OSHA regulations, state and local laws and regulations pertaining to safety and occupational health management; accident prevention and control; safety and occupational health training, education, and promotion; or accident investigation, reporting, and analysis. Implementing corrective action based on the evaluation of technical safety and health reviews/investigations or the latest safety and occupational health practices. Education cannot be substituted for experience at the GS-13 and GS-14 grade levels. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
