Architect of the Capitol Inventory Management Specialist in Washington DC, District Of Columbia

Summary The position is organizationally located in the Architect of the Capitol (AOC), Office of the Chief of Operations (OCO), Capitol Grounds and Arboretum (CGA). The Inventory Management Specialist position involves analytical work in managing, regulating or controlling the level and flow of materials, supplies and equipment through acquisition, storage, issue, utilization and disposal for the Capitol Grounds. Responsibilities MAJOR DUTIES Inventory Management Maintains Accountable Property records for all shops using established policies, procedures and guidelines. Creates and processes all disposition reports for damaged, retired, non-usable Accountable Property. Performs and coordinates physical inventory functions and inventory reconciliation, monitors custodial balances and recommends adjustments to inventory to correct imbalances. Reviews adjustments to records for accuracy and completeness. Analyzes computer rejects and takes actions to correct. Performs causative and physical searches to resolve discrepancies. Participates in physical inventory of supplies, equipment and tools. Compiles information; verifies information against computerized reports; investigates and notes or coordinates correction of discrepancies. Documents all validation actions and determines through interpretation of regulations what appropriate response actions to pursue. All determinations for loss prevention actions are documented in a permanent file against the affected National Stock Number. Reconciles physical inventory with existing stock records maintained. Assists with the scheduling and monitoring of the inventory process. Establishes and maintains production statistics, which depict information on progress and/or evaluation of inventories. Coordinates actions between maintenance, inventory control, quality control and quality assurance activities to assure that the balances cited on file are kept current and reflect the actual physical posture of the stock. As required, develops written guidance in the form of procedures or job aides to assist system users. Plans the implementation of projects relating to inventory functions. Provides estimates of resource requirements to the supervisor for implementation. Serves as an interface between operating officials and procurement personnel to determine suitability and availability of items requested and to expedite action. Conducts informal meetings to advise operating officials on matters related to planning and controlling the inventory. Fleet Management Support Maintains and updates CGA vehicle records and obtains license plates for agency-owned vehicles. Assists in the roll out of AOC’s vehicle telematics system and associated requirements, providing vital data to Supervisors as needed. Updates the Key Master Matrix and maintains the KeyTrak Vehicle and Equipment User List, conducting periodic audits of the CGA’s key control system. Purchasing Support Assists with purchasing supplies, materials, tools and equipment. Responsible for procuring supplies, services, equipment through a variety of small purchasing methods and procedures. The work requires an in-depth knowledge of a variety of specialized purchasing methods and procedures to perform procurement actions. Serves in the capacity of Cardholder of the Government-wide Purchase Card and is responsible for safeguarding the purchase card and account number and assures that the card is properly secured. Follows procedures outlined in Standing Operating Procedures for Using the Government-wide Commercial Purchase Card Service. Reconciles the monthly statement and forwards the reconciled statement to the Approving/Certifying Official as directed. Responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. You must meet the definition of specialized experience. Appropriations Law Seminar certificate is highly desired but not required. Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. It is available for your review on the OPM web site at OPM qualification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify at the GS-09 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Performing analytical work to manage, regulate and control the level and flow of materials, supplies and equipment through purchase, storage, and inventory management; Resolving conventional inventory management problems, questions and situations in a supply operation; Monitoring established supply systems and programs; and Performing independent reviews and making recommendations involving well-established acquisition criteria, methods, techniques and procedures. OR A Master's degree from an accredited college or university or have least two (2) full academic years of graduate level education in a related field of study. OR Combination of education and experience: Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. Education Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
