Employment and Training Administration Budget Analyst in Washington, District Of Columbia
Summary This position serves as a Budget Analyst in the Office of Budget, Office of Financial Administration (OFA), Employment and Training Administration (ETA). The primary purpose of the position is to perform analytical, technical, and administrative duties related to budget formulation and execution, and provide advisory services to managers and program leads related to budgetary matters. This position is inside the bargaining unit. Responsibilities Duties at the developmental GS-11 level: Provides budgetary guidance and information to managers/supervisors or other staff and persuades program managers to follow recommended courses of action consistent with established budget/financial management policies, objectives, or regulations. Prepares and analyzes all phases of the federal budget process to formulate, execute, and/or monitor a federal budget. Prepares or edits narrative justifications and projected funding needs and assures that data in requests are accurately documented. Ensures obligations and expenditures are made in accordance with federal legislation, departmental and agency policies and other procedures governing budget. Extracts and analyzes data from financial management reports for the purpose of meeting management requirements, monitoring trends, making projections, and identifying needs for process changes, budget constraints, and opportunities. Extracts and analyzes data and reconciles accounts. Ensures compliance with program and budget plans. Uses automated software programs to create documents, reports, and spreadsheets. Prepares and presents budget and financial information and narratives and special reports. Makes recommendations to managers on budgetary matters. Participates in efforts regarding long-range financial planning, budgetary authorizations, financial management system requirements, etc. Requirements Conditions of Employment Qualifications You must meet one of the following to qualify for the Budget Analyst, GS-0560-11 as described below. Specialized Experience Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience includes the following: Preparing materials related to formulation, execution, or monitoring of an organization's budget; Using financial management systems and/or automated software programs to create or maintain documents, reports, or spreadsheets to analyze financial data or track spending; and Analyzing budget requirements and monitoring execution to maintain spending within allocation limits and in accordance with laws, policies, and procedures. OR Education: Applicants must possess a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; OR Combination of Education and Experience: Applicable graduate education and specialized experience as defined above.
