Architect of the Capitol Deputy Facilities Manager in Washington, District Of Columbia

Summary The position serves as the Deputy Facilities Manager, Supreme Court Buildings and Grounds. The incumbent collaborates with the Executive Director of Facilities Operations in planning, administering, and managing the maintenance, repair and construction activities of the Supreme Court of the United States Building and Grounds and the facilities comprising the Thurgood Marshall Federal Judiciary Building (TMFJB). Serves as the full Deputy in the incumbent’s absence. Responsibilities Tour of Duty: Monday - Friday (7:30 AM - 4:00 PM) We are seeking applicants who have Supervisory and Management capabilities to provide strategic planning and oversight relating to Facility Maintenance Program Management and Facility Requirements Applicants that possess a degree in Facilities or Engineering is Desirable The selectee will be designated as an “Emergency Essential Employee” and will be required to work in emergency situations. Major Duties Include: Human Resources Management Supervises the Assistant Facility Manager positions serving as Division chiefs for the SCBG jurisdiction, GS-14 level, Business Operations Manager, GS-14 level, and other supporting professionals at various GS grade levels. As the Deputy Facilities Manager, the incumbent is responsible for the general leadership, supervision and direction of a workforce providing extraordinary facility management services. The employees are engaged in various skilled trades that include electrical, elevator mechanic, plumbing, HVAC, painting, plastering, masonry, gardening and overall facility and grounds care of the Supreme Court Buildings and Grounds. The workforce includes temporary, seasonal and contract employees as required during the year. Plans the overall use of subordinate personnel and other resources under his or her control; determines resource requirements, materials, and the number of subordinates and the types of skills necessary to accomplish work schedules; allocates resources and distributes work to subordinate organizations; analyzes work plans developed by subordinate supervisors and monitors the status of their work in relation to overall schedule requirements, including unanticipated or emergency requirements. Observes workers' performance, demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Works with the Business Operations Manager and trades shop supervisors to resolve personnel matters. Counsels employees on management goals and objectives. Program Management and Oversight Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations. Primarily responsible for the direction and management of large-scale agency programs and operations to efficiently achieve specified goals and objectives. Evaluates current and proposed programs and operations and recommends actions to initiate, modify, or discontinue projects as needed. Develops and implements annual updates to the five-year, long-term strategic plan to serve Congress and the Supreme Court, preserve America’s Capitol, and inspire teamwork. Identifies, investigates, and reports hardware, procedural, and documentation problems, anomalies and discrepancies and monitors corrective action. Advice, Guidance and Liaison Work Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives. Serves on inter-agency, special work groups, task forces, or expert panels on special projects or studies critical to the resolution of operating issues and problems. Provides expert guidance, advice, and recommendations to the Executive Director of Facilities Operations on problems and complex matters pertaining to the Supreme Court and TMFJB maintenance and operations. When required, represents the Executive Director of Facilities Operations in dealing with facility-related matters brought up by Supreme Court Justices and staff and by the Chief, Administrative Services Division of the Administrative Office of the United States Courts. Represents the Executive Director with the Office of the Marshal of the Supreme Court regarding the security of the Supreme Court Building. Responds to requests to modify and improve security features as requested by the Court and initiates action to implement them. Collaborates with AOC architects, engineers, estimators, and technicians regarding proposed major projects. Reviews technical aspects of plans and specifications developed by architects and engineers. Discusses design concerns with members of the Architect's staff. Suggests solutions to problems likely to be encountered. Requirements Conditions of Employment You must be a U.S. Citizen. You must be able to pass a drug test. Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as having experience that demonstrates all of the following: (1) Providing supervision, leadership and guidance to support the growth and development of professional and facility operations staff; (2) Providing executive management skills in the coordination of complex infrastructure/systems, to include development, design, testing, construction, operation, and commissioning; (3) Exercising project control (ex., scheduling, resources, trades) in the execution of construction and renovation programs (4) Establishing and executing annual programs that provide for the timely maintenance and care of building assets; (5) Representing an organization on policy and technical matters at high-level conferences and meetings concerning impacts on normal buildings operations; and (6) Developing and executing actions to meet strategic goals. Education There is no educational requirement for the Facility Operations Services series (1601); however applicants for positions at grades GS-14 and above in the Architect of the Capitol Bachelor's degree or higher from an accredited college or university is highly desirable. Engineering background is highly desirable. A copy of your transcript(s) and/or diploma will be required upon selection. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
