Job Description:

General Dynamics Information Technology (GDIT) is seeking a detail oriented, customer-focused, and motivated Functional Analyst Consultant with strong communication skills that is interested in becoming part of our FDA team, supporting our customers with their critical mission needs.

The Functional Analyst Consultant will be analyzing business requirements and translating into actionable plans by identifying key capabilities, value streams, and process maps to ensure alignment across the organization. The individual will collaborate with diverse stakeholders across different teams to gather requirements, address challenges, and ensure buy-in on key deliverables.

This role is hybrid with 2-3 days a week onsite at the FDA Silver Spring, MD office and/or GDIT Gaithersburg, MD office.

Please note: This role requires a Public Trust and residency in the US for at least 3 of the last 5 years.

Overall Responsibilities:

  • Provides functional and operational leadership to assigned project or task(s).

  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Responsible for scope, schedule, and performance of assigned project or task(s). Manages or directs resources required to perform assigned project or task(s).

  • Process improvement, identifying inefficiencies in existing processes and designing solutions to optimize solutions and improve operational efficiency

  • Collaboration with the execution team to ensure technology investments align with the product strategy and support the implementation of the target architecture.

Program/Client Management:

  • Lead customer-facing communication, reporting on sprint progress, burn down, velocity, and story points

  • Prepare and deliver frequent updates, maintaining positive customer relationships and ensuring a positive customer journey

  • Manage timeline and scope ensuring customer expectations are met

  • Communicate difficult/sensitive information tactfully and resolve or escalate issues in a timely fashion

Product Management:

  • Develop product roadmap with external stakeholders

  • Oversee planning and design of business processes; assist in formulating recommendations to improve and support business activities

  • Assist in the research and assessment of business goals, objectives and needs to align information technology solutions with business initiatives

Team/Agile Management:

  • Work with the implementation team to develop releases plans and ensure product backlogs are well-groomed, prioritized and visible to all the stakeholders

  • Be part of a continuous improvement mindset and recommend adjustments to established delivery practices

  • Participate in Scrum meetings to represent Product Owner and ensure cross-team collaboration and coordination of release plans

  • Provide transparency to senior leadership and work with design, development, information security, and other product management teams

Required Qualifications and Skills:

  • Bachelor’s degree and 20+ years of related experience (or equivalent education and experience)

  • 8+ years of managing large scale application development project

  • Experience managing projects with multiple key stakeholders

  • Experience managing multi-system projects and self-organized, cross-functional project teams in a matrixed environment

  • Familiar with Agile values, principles, processes, and methods such as iterative and incremental development, burn down, continuous integration, test-driven development (TDD), unit testing, code refactoring, pair programming, and/or Scrum ceremonies

  • Ability to attain Public Trust clearance

  • Must have lived in the US the last 3 out of 5 years

Desired Qualifications and Skills:

  • PMP certification and Second level Scrum Master certification (CSP, SAFe Agilist, SAFe Practitioner)

  • Moderate knowledge of the JIRA tracking tool preferred

  • Prior or current experience working in a similar role at the Food and Drug Administration

  • Appian technology experience

The likely salary range for this position is $161,158 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
