Department of State - Agency Wide Lead Budget Analyst in Washington, District Of Columbia

Summary This position is located in the Bureau of Intelligence and Research, Office of the Executive Director (INR/EX) in the U.S. Department of State. The position serves as a Team Leader while leading a team of Budget Analysts in planning, organizing, coordinating, and implementing complex annual and multi-year budget execution functions and procedures in support of the substantive program operations that require the team’s performance of a wide variety of analytical and administrative duties. Responsibilities Leads team in providing the full range of budget execution, oversight, coordination and reporting functions for the Bureau that require the analysis, consolidation and revision of INR’s budget execution plans and processes. Oversees team coordination of the execution of the approved budget that includes the adaptation of budgetary policies, analytical methods, and regulatory procedures. Oversees preparation of various analyses and tables required for use by senior officials for such purposes as backup for increases or adjustments in the National Intelligence Program (NIP) budget and budget execution presentations to INR leadership. Leads team in providing financial advisory services to operating officials regarding their operational and financial problems, issues, and accessibility requirements. Serves as an authority on budget execution statutes, regulations, and policies for the Bureau. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with resource allocation or preparing long term budget forecasts; applying policy guidance to determine the effects on budget programs. Experience leading a team and providing financial advisory services to senior officials to include the Chief Financial Officer on the full range of budget execution, oversight, coordination, and reporting. Experience formulating and executing operating policies and procedures, working closely with stakeholders within INR, the Department, the Office of the Director of National Intelligence (ODNI) and other federal agencies in the Intelligence Community. Experience preparing and reviewing periodic and ad hoc budget execution reports utilized within and outside the Bureau, overseeing, monitoring, and reporting on the status of funds in the organization. Experience researching legislation and regulations related to financial management functions to determine their impact on programs and activities.
