Commander, Navy Installations MANAGEMENT ANALYST in Washington, District Of Columbia

Summary You will serve as the Executive Assistant to the Director of Operations within COMMANDER, NAVY INSTALLATIONS COMMAND. Responsibilities You will serve as an executive liaison between the Director and several departmental senior staff for the administration of programs and personnel support, analyze policy and requirement issues, manage taskers and congressional routing of documents. You will provide expert technical, procedural, and administrative guidance on the planning, evaluation, and/or improvement of the effectiveness of departmental operations, programs, and policies. You will be responsible for the direction and performance of all administrative support functions and associated managerial tasking support of senior leadership. You will plan and arrange sensitive domestic and foreign travel documents; plan, prepare, and coordinate schedules, itineraries, passport/visa requests, lodging, and travel accounting; plan and support the transportation of material and people. You will compile and evaluate information from staff meetings and weekly reports and determine required actions; task actions to appropriate offices; plan, develop, and maintain a system to generate reminders for completion deadlines. You will review all correspondence/assessments/packages for content, accuracy, and completeness by ensuring information, background, and references are complete and editing for appropriate format, grammar, and spelling. Requirements Conditions of Employment Qualifications FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administrating and evaluating command programs and business operations in order to advise leaders and other key stakeholders in making informed decisions on program, planning, budget, execution and policy issues; 2) Applying analytical and evaluative methods and techniques, both qualitative and quantitative, and/or management and organizational principles to programs, projects, and studies concerning efficiency and effectiveness of operations with methods for improvement; 3) Evaluating and/or forecasting potential requirements, de-conflicting problems, and/or planning and projecting time for historically recurring requirements; 4) Delivering sensitive and controversial material and recommendations to senior-level agency staff and other government agencies; 5) Negotiating with and persuading high-level managers regarding the adjustment of operating plans and modification of established methods and procedures, as well as developing and implementing new ones. *EXPERIENCE MUST BE FULLY SUPPORTED IN YOUR RESUME. Specialized experience must demonstrate the following: 1) Drafting, reviewing, and/or editing written materials, including program guidance, informational/decision memoranda, pre-meeting background briefings, talking points for meetings, speeches, testimony, and/or decision proposals/justifications; 2) Developing and/or providing briefings and reports to leadership on program issue status to include justifying and defending proposals, and requests for resources in order to influence guidance and decision making; 3) Scheduling, planning, managing, and/or implementing daily meetings, special projects, ranging from de-conflicting schedules and active time management; 4) Planning for travel, making recommendations for senior level engagements, utilizing official systems to accomplish orders and serving as steward of government resources. *EXPERIENCE MUST BE FULLY SUPPORTED IN YOUR RESUME.
