Department Of Energy Management and Program Analyst in Washington, District Of Columbia

Summary This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned Department of Energy (DOE) organizations and their components carry out their programs and functions. Responsibilities As a Management and Program Analyst(GS-13), you will: Serve as the Office of Energy Efficiency and Renewable Energy's (EERE) expert and primary contact on all matters related to the Records Management Program and Archival Program. Advise senior management on the creation, and management of records, keeping senior management informed on current and projected operation requirements, issues, legislative, and regulatory matters. Build and maintain records management functionality into the Office of Energy Efficiency and Renewable Energy's (EERE) enterprise and information architecture and to ensure that all information systems incorporate records management functionality appropriate to the records information assets they support. Serve as a senior technical advisor responsible for formulating policy, performing strategic analysis, and conducting program outreach services. Conduct training to ensure federally mandated information governance and accountability measures are in place. Responsible for designing, implementing and maintaining a records management program to ensure records are accurate, reliable, and complete. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS for the GS-12 level: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Experience with a wide variety of qualitative and quantitative methods and techniques necessary for assessment and improvement of records program effectiveness. Experience participating in developing organizational strategies and approaches for improving the overall efficiency and productivity of records management business practices. Experience ensuring program office implements and adheres to policies, procedures, and regulations concerning the Freedom of Information Act and Privacy Act program. SPECIALIZED EXPERIENCE REQUIREMENTS for the GS-13 level: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Experience reviewing Freedom of Information Act and Privacy Act procedures to provide recommendations to increase efficiency and effectiveness of the program. Experience developing methods and approaches to ensure that records and archives remain accessible to all authorized parties and are properly safeguarded. Experience with providing advice and guidance to senior management concerning all aspects of records management lifecycle issues. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
