Department Of Energy Principal Deputy Director for Intelligence and Counterintelligence in Washington, District Of Columbia

Summary The Department of Energy's (DOE) Office of Intelligence and Counterintelligence is looking for a seasoned executive with effective communication skills, strong leadership experience within the national security, intelligence, counterintelligence, or cyber-intelligence to serve as the Principal Deputy Director for Office of Intelligence and Counterintelligence. Please refer to the Mandatory Technical Qualifications (MTQs) in "Qualifications" section for required experience. Responsibilities As the Principal Deputy Director for Intelligence and Counterintelligence you will: Assist in overseeing the entire Office of Intelligence and Counterintelligence (IN) office infrastructure and help manage the organization's foreign intelligence, counterintelligence, and cyber intelligence functions in the three operational directorates. Advise the Director on all business operations in the Office of Intelligence and Counterintelligence, prominently including all budget activities (formulation, execution, procurement, auditing, and evaluation), personnel allocations and other critical underpinning systems to ensure their effective execution and continuous improvement. Assist the Director in all responsibilities for DOE and the National Nuclear Security Administration (NNSA), including their facilities and contractors, and in overseeing all DOE intelligence and counterintelligence activities and exercise delegable intelligence-related authorities vested in the Secretary of Energy by executive order, law, and implementing directives. Participate in formulating IN's budget framework and helps establish budget priorities. Requirements Conditions of Employment PRE-HIRING REQUIREMENTS: This is a permanent position in the SES. Unless you are already a member of the SES with career status or are a graduate of an Office of Personnel Management (OPM) certified SES Candidate Development Program (SES CDP), your executive qualifications must be approved by OPM before you can be hired. If you are selected, you will be required to prepare your executive core qualification (ECQ) narrative for OPM submission. CITIZENSHIP: You must be a U.S. Citizen or National. BACKGROUND INVESTIGATION: You must pass a background investigation. PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, you will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978. SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance with Sensitive Compartmented Information (SCI) access. DRUG TESTING: As a condition of appointment to this position, if you are selected, you will be required to pass a drug test. If you fail to take the test or fail the test, you will no longer be considered for the job. PROBATIONARY PERIOD: You must complete a one-year SES probationary period unless you have previously completed the probationary period in the SES. Qualifications Your resume must describe your executive core qualifications (ECQs) and experience, technical qualifications and give a synopsis of your accomplishments. Do not include a separate ECQ narrative. Additionally, Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate document. EXECUTIVE CORE QUALIFICATIONS: The five ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a separate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below. Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated experience in effectively communicating and influencing senior leaders (Assistant Secretaries and above) within a cabinet-level agency, Congressional members/staff, and within the Interagency or Intelligence Community on complex topics. MTQ 2: Demonstrated experience in leading, managing or participating in major functions or elements within a national-level organization focused on national security, intelligence, counterintelligence, and/or cyber-intelligence. MTQ 3: Demonstrated experience in leading or managing analytical intelligence processes that specializes in leveraging geographically dispersed scientific, technical, and nuclear-related disciplines residing in federally funded research and development centers (e.g. federally sponsored national laboratories). MTQ 4: Demonstrated experience in leading or managing/participating in key functions including budget formulation, budget execution, personnel planning, and strategic planning in either intelligence, counterintelligence, or national security agencies.
