We are excited to announce a great opportunity with Jacobs: Principal Environmental Regulatory Advisor. This role can be fulfilled in any Jacobs office or telework location. The Principal Environmental Regulatory Advisor will be a key member of our Jacobs Federal and Environment Business Unit and will liaison with Jacobs Global Market Solutions and Government Relations teams. This position will report to our Global Environmental Planning Practice Leader within the Jacobs Federal and Environment Business Unit.
As a Principal Environmental Regulatory Advisor, you will be responsible for proactively raising the global Jacobs brand and market position, both internally and externally, with regard to thought leadership, talent development, and strategic advising related to various legal, legislative, and government policy decisions and rulemaking that impact clients operating in the environmental planning, permitting, compliance, and liability management spaces. You will do this by leveraging strong client and strategic partner relationships to diversify and differentiate our Jacobs brand, reputation, and value proposition in this space, and by driving our Jacobs culture of inclusion, diversity, collaboration, and innovation to attract, motivate, and retain top talent across the globe.
While much of the position’s focus will be related to our Environmental market business in the United States, the broad implications of evolving environmental legislation, regulatory interpretation, and rulemaking influence our work globally. This position will require interfaces that cross many Jacobs federal and commercial client market areas such as energy, advanced facilities, defense, water and wastewater, transportation, and the built environment. You will serve as a senior teammate and partner to the various Jacobs business unit leadership teams to shape our strategy and tactics in this dynamic space.
Your core internal and external leadership responsibilities will include:
- Shaping and driving our Environmental Regulatory strategy and growth focus to drive differentiated profitable growth in the near- and longer-term
Guiding and implementing our market thought leadership activities to shape our differentiated brand, reputation, and value proposition externally * Facilitating, positioning, and engaging in partnership with our client account managers and sales team to ensure Jacobs is the preeminent, trusted partner of choice with targeted new and existing core clients for the development and delivery of complex environmental planning and permitting projects, largely related to significant infrastructure and capital opportunities. Strategic regulatory advisory engagement should strive to set the stage for subsequent pull-through of multi-disciplinary services and technology-enabled solutions Jacobs can provide our clients
Collaborating across the global market solutions leadership organization to consistently provide differentiated value and leverage our full market-based technology expertise
Engaging, inspiring, and mentoring within the community of environmental planning and permitting practitioners and subject matter experts, pursuit teams, and delivery teams, in partnership with our Business Unit leadership teams

More specifically, your key responsibilities will include:
Strategy and Growth Focus:
In collaboration with our Business Unit leadership teams and global Market Solutions expertise, evaluate and develop a value-added Jacobs strategy related to Environmental Regulatory Advisory with components of both stand-alone solutions provided directly to clients as well as enabling value-added strategic pillars that support, advise, and derisk major capital projects for clients
Develop strategy and tactics that focus on both near- and longer-term profitable areas related to evolving legal, legislative, and regulatory environmental planning and permitting client needs; primary initial focus will be on the US market and client base, with as appropriate involvement or advisement in non-US jurisdictions
Stay abreast of environmental planning and permitting market trends, regulatory and legislative changes, court decisions, executive actions, and policy interpretation to continuously evaluate their impact on our clients and our evolving market offerings
Collaborate with the Jacobs Government Relations team to distill how legal, legislative, and governmental trends and changes translate to needs for our Jacobs’ clients
Contribute to global thought leadership/external venue participation planning for the strategic legal advisory market and participate/represent Jacobs at targeted strategic venues
Collaborate with sales teams to identify, develop and actively engage and win top prospects (i.e., pursuit strategy development, identify key staffing, opportunities to derisk projects, proposal development and review)
Outside of the Federal & Environmental market areas, bridge across into our Water/Wastewater, Transportation, Energy & Power, and Advanced Manufacturing markets to enhance cross-market capabilities and drive opportunities
Leverage your industry knowledge and expert business acumen to look broadly for emerging avenues of growth and opportunity for Jacobs in the strategic legal advisory space
Innovation Focus:
Act as the technical/strategy clearinghouse for innovative approaches to meeting environmental planning and permitting requirements, regulations, and stakeholder expectations. Concentration will primarily be in the United States, but your professional experience and judgement will also be leveraged by teams navigating environmental regulatory and legislative issues outside the US
Position Jacobs as a thought leader in the Environmental Strategic Advisory market space by ensuring visibility and contributing to the industry’s body of knowledge (examples include, but are not limited to, speaking and participating in high-impact conferences and events, publishing white papers, delivering podcasts, webinars, et cetera)
Connect the services we provide through our Market Solutions platform, recognizing and leveraging opportunities to promote market connectivity, digital connectivity and global connectivity as part of our differentiated solutions offering
Establish, endorse and support an inclusive, collaborative environment that leverages skills and capabilities across the Business Units to drive truly market-differentiated solutions and improved client connectivity and service
Client Relationship and Delivery Focus:
Network with current and potential clients utilizing industry reputation, experience and knowledge to develop new prospects and expand existing business
In partnership with our sales and program teams, engage to develop and maintain relationships with key senior executives in current and potential clients’ organizations, strategic partner organizations, and key market-related associations
Lead teams and deliver work on client proposals and projects and in roles such as Senior Advisor or legal/regulatory subject matter expert
Oversee strategic overhead investments for Environmental policy and regulatory branding and networking
People Focus:
In all aspects of your daily activities, spend time coaching and mentoring as a senior "leader" for early and mid-career practitioners
Identify and actively recruit strategic hires aligned to key areas of focus in our strategy to support our profitable growth and differentiation in this space
Partner with Business Unit leadership teams to attract, develop and retain a diverse, motivated and highly talented workforce as a differentiator and strong brand in the industry
Bachelors, Juris Docotor (JD), or Advanced degree in Architecture, Science, Engineering, Law, Political Science or related field for the Environmental market
Progressive consulting experience with diverse portfolio of industry clients
Experience in strategy development, business development, and sales interpretation of administrative and environmental law
Must be willing to travel for pursuits, projects, client relationship management, and talent development
Excellent oral and written communication skills
Able to demonstrate external and internal thought leadership skills and experience
Must be able to efficiently deliver results in a highly-matrixed, fast-moving, and complex environment
Membership or Board leadership in relevant professional trade groups and organizations (e.g., National Association of Environmental Professionals, Transportation Research, American Exploration and Mining Association)
