National Nuclear Security Administration Program Analyst in Washington, District Of Columbia

Summary A successful candidate in this position will support the Lithium Modernization program in the Secondary Stage Production Modernization Program Office, NA-195. This position manages the sustainment and modernization of lithium processing capabilities and infrastructure necessary to support current and future work for the nuclear deterrent. Responsibilities As a Program Analyst, you will: Provide background and programmatic information to support the Office of Management and Budget formulation and execution activities, requests/briefings, President's budget request/briefings, inquiries, questions and answers, and budget summits. Monitor contractor performance throughout the fiscal year for specific program/project deliverables for a large- scale program. Provide analysis on interpretation of requirements and policies, establishment of prioritiesand schedules, evaluation of alternative approaches or significant modifications, and initiation of new or corrective actions across organizational lines as a recognized expert. Analyze program adjustments and evaluate the impact of alternative levels of effort and resources on accomplishing established objectives for assigned program elements. Develop, coordinate, analyze, and edit input from subject matter experts, programmanagers and staff for development of detailed program plans, documents and associated budget estimates; and respond to information requests from OMB and other external sources involving sensitive policy and program issues. Develop and integrate communications for a cohesive message, plans and executes strategic internal and external communications to stakeholders. Establish and communicate performance expectations, establishes effective processes for communicating oversight results and other issues to estimate/manage project time, cost, and major components, communicates complex technical topics to senior officials. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ/NN - 02, GS-12.Specialized experience for this position is defined as: Specialized experience for this position is defined as experience conducting at least 3 of the following activities: Examples of Specialized Experience: 1. Evaluates policies and program objectives programs to include developing strategic planning, programmatic alignments, budget justifications and long range budget estimates for nuclear stockpile programs. 2. Prioritizes investments, aligns resources with mission requirements, and integrates elements of infrastructure modernization and capability sustainment. 3. Works within an acquisition process for major capital construction projects to deploy capabilities in time to meet the department's needs.4. Communicates and defends technical topics and programs to senior government officials. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
