Federal Deposit Insurance Corporation Senior Financial Management Analyst, CG-0501-15 in Washington, District Of Columbia

Summary This position is located in the Division of Risk Management Supervision (Division), Administrative and Planning Branch of the Federal Deposit Insurance Corporation (FDIC) and serves as the senior expert on matters related to major organizational planning and resource management and for researching and suggesting solutions to the technical, procedural, and administrative problems involving complex operational and budgetary activities. Responsibilities Establishes goals and implements planning for national workforce and resource management strategies, studies, and analyses that will enable the Division to perform its mission and meet its short and long-term goals and objectives. Coordinates and manages integrated projects involving resource management, provides direction across organizational and jurisdictional lines, and presents recommendations and alternative programs or solutions to specific problems to the Division's senior management. Prepares and reviews written guidance, analyses, recommendations, and other documents requiring the approval of the Division's senior managers and is responsible for advising them of the nature and extent of possible ramifications of proposed policies or courses of action, including proposing alternative courses of action by consulting with other specialists when appropriate. Directs and conducts studies to ensure that the Division's national staffing levels and resources are sufficient and within their authorizations, using applicable past, current, and projected workload drivers and assumptions and other data sources. The incumbent assumes responsibility for advance research of great importance, significance, and difficulty. Designs and creates complex reports and reconcilements to validate data, identify discrepancies and root causes to make corrections to sources and implement preventive measures to prevent similar errors and problems. Advises the Chief, Division senior managers, Agency Executives, and other Agency Officials, on matters involving administrative policy development and implementation, management reporting, productivity measurement and evaluation, and program budgeting. Establishes and maintains continuing liaison with Divisions and Offices within the Corporation and officials of other regulatory agencies to formulate workforce planning and resources management strategies. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service. Specialized experience is defined as experience analyzing core staffing needs, levels, and trends; compiling, evaluating, and reviewing an organizational budget, analyzing budget trends and performance; querying data to validate data, identify and resolve discrepancies, and create complex recurring and ad hoc reports.
