Veterans Benefits Administration Senior Management and Program Analyst in Washington, District Of Columbia

Summary The position is located in the Veterans Benefits Administration (VBA), Office of Administrative Review (OAR), and reports to the Quality and Training Assistant Director. OAR leads VBA's efforts to support Veterans, their family members, caregivers and survivors by delivering timely, accurate and fair decisions through an efficient administrative review process as authorized by the Veterans Appeals Improvement and Modernization Act of 2017 (AMA). Responsibilities Specific duties include: The incumbent advises and provides proposals to the Assistant Director regarding needed changes in DROC operations, and/or in policy and procedures to improve performance. The incumbent makes recommendations to the Assistant Director and develops plans to implement transformational efforts. These efforts may involve organizational structure, policies, regulations, procedures, position management, training and development, and operating budgets. The incumbent leads special projects and initiatives in support of OAR's strategic plan. The incumbent serves a senior specialist and high-level advisor to the Assistant Director on policy, procedures, executive correspondence management, and other program matters. The incumbent is responsible for the review of new policies and procedures, to include legislative and rulemaking activities, guidance documents, and other instructions intended to ensure program compliance and integrity. The incumbent evaluates the content of new or amended legislation for projected impact upon the agency's program and resources. They identify needed technological enhancements and assists others in the organization with implementation. They serve as a primary point of contact on national decision review program management, administration, and coordination matters. The incumbent assists the Assistant Director with the development, implementation, and monitoring of nationwide operational controls for VBA's administrative higher-level review and appeal programs. They identify trends, problem areas, risks, inefficiencies and inconsistencies in operations, program administration or quality and training. They consolidate and review analytical and evaluative projects, which determine the direction and scope of nationwide program operations, and which impact the quality and consistency of services provided to Veterans, survivors, caregivers and dependents. The incumbent may serve as an expert on budgetary and financial management issues and activities for the decision review program nationwide. This may include assisting with the analysis and execution of pre-audit budget formulation processes. The incumbent serves as a liaison with other VBA business lines and coordinates close cooperation in the administration of program resources and/or other program and management problems. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Specialized experience is defined as work that involves (1) Applying, analyzing, and interpreting laws, rules, regulations, standards, and policies; (2) Conducting thorough analyses of complex functions and work processes; (3) Developing project management plans, and carrying out each phase of the project; (4) Communicating with both internal and external stakeholders; (5) Reviewing policies and procedures to determine the impact of operations and evaluating processes to identify areas of opportunity, and best practices. Education Substitution: There is no educational substitute at the GS-14 level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although minimal effort may be required (e.g. walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle).
